The scheme of accountability for selection and appointment of party leaders (the pilot scheme) (hereinafter referred to as the accountability scheme) has been agreed by the central government and is being issued to you for compliance。
The establishment of a system of accountability for the selection and appointment of party leaders is an important step forward in the implementation of the 17th and 17th plenums of the party and in the promotion of the integrity and credibility of the candidates. The promulgation and implementation of the accountability scheme is important to promote greater self-awareness and discipline among party leaders at all levels in the implementation of the regulations on the selection and appointment of party leaders and the relevant policy and regulations; to prevent negligence and seriously address irregularities in the selection and appointment of cadres, and to address in-depth irregularities; to further improve the scientific and normative level of recruitment and appointment of cadres, to further deepen the reform of the personnel system for cadres, to continuously improve the quality of candidates and to effectively strengthen leadership and cadres at all levels. The party committees at all levels (party groups) and the disciplinary and supervisory bodies and organizational personnel departments are required to effectively carry out their duties, strengthen their monitoring and inspection, improve reporting procedures, and exercise strict accountability and play the role that the system should。
In order to improve the oversight mechanism for the selection and appointment of cadres and to effectively strengthen the supervision of the entire process of selection and appointment of cadres, the ministry of central organization, with the consent of the comrades of the central leadership, has developed the reporting scheme for selection and appointment of party leaders (pilot), the standing committee of local party committees (cpcs) to report to the committee on the selection and appointment of cadres, and the democratic review scheme (pilot), as well as the procedure for checking out of district and municipal party secretaries for the selection and appointment of personnel. These three pilot schemes, which are linked to the accountability scheme, together constitute a system of oversight of the selection and appointment of cadres for prior reporting, ex post facto review, departure inspection and accountability for irregularities. Each of the regional departments must ensure that the three pilot schemes are implemented in full compliance with the accountability scheme, so as to improve the level of supervision of the selection and appointment of cadres。
Please report to the central authorities in a timely manner on the significant developments and recommendations made by the regional departments in the implementation of the accountability scheme。
