On april 26, world intellectual property day, white light, director of the national intellectual property bureau’s patent review and collaboration centre of lightnet, stated that micro-enterprises were important in the national economy, and that intellectual property rights, especially patents, were an important means of achieving the innovative value of micro-enterprises and winning the space for survival and advancement in market competition。

As an important part of our national economy, micro-enterprises generate products and services worth 60 per cent of gross domestic product (GDP) and pay taxes amounting to 50 per cent of total state revenue. At the same time, micro-enterprises have completed 65 per cent of our invention patents and over 80 per cent of our new product development. Despite its importance in the national economy, the survival and development of micro-enterprises in our country are not encouraging. According to the survey, the average lifetime of micro-enterprises in the country is 3. 7 years, compared to 8. 2 years in the united states, about 12 years in japan and over 100 years in germany。
White light emphasizes that intellectual property rights, especially patents, can help micro-enterprises to improve their lifespan, make innovation more valuable and ultimately achieve healthy development. It has been learned that the beijing centre for patent review collaboration, as a direct enterprise unit of the patent office of the national intellectual property agency, will continue to give priority to the scrutiny of core patents for which microentrepreneurs urgently need to be authorized; promote patent funding in favour of microentrepreneurs; direct collaboration and mutual assistance between scientific research institutes and microentrepreneurs to assist them in patent entrepreneurship and secondary patent development, and encourage state-owned enterprises to transfer unoccupied patents to small microentrepreneurs' licences; strengthen the protection of the intellectual property rights of small microentrepreneurs, promote the establishment of rapid mechanisms for the regulation of patent infringement, and help abusive enterprises to develop well-developed rights-based programmes to provide a full chain of intellectual property services for innovative entrepreneurial development in small microenterprises。
