On 28 may, the opening of the second patented talent study course at the changsha city research and research base for innovative innovative intellectual property integration was held at the central south forestry university of science and technology. The event was directed by the university of forestry science and technology, changsha city intellectual property directorate, organized by the changsha intellectual property protection centre and co-sponsored by the governing council of the rainflower economic development area and the faculty of science and technology law of the central south forestry university. More than 300 participants from science and technology enterprises throughout the city, from the intellectual property administration, service agencies of the districts (municipalities) and parks, and from the south central forestry university of science and technology。
A joint research base has been contracted to promote innovation in government schools
At the site of the event, the changsha city intellectual property authority signed a cooperation agreement with the central south forestry university of science and technology to establish a joint research base for the integration of innovative intellectual property in changsha city. Under the agreement, the two sides will develop joint innovative service platforms, practical training bases for university students, joint training of talent, joint intellectual property think tanks, and further cooperation in such areas as the integration of political and school resources, the promotion of productive research and development and the development of high-value patents, joint training of complex intellectual property talent, and professional support for the implementation of intellectual property strategies and policy formulation in changsha city。
The first practical teaching activities for university students will also be carried out jointly. More than 10 graduate students specializing in intellectual property will travel to the changsha intellectual property protection centre to participate in practical teaching of patent pre-trial, early warning navigation, rights-based assistance and coordinated protection, and to establish a theoretical and practical interface。
The second course starts with a focus on the development of human resources in focal areas
The patented talent workshop is a public interest training brand developed by the changsha intellectual property protection centre. The first course, held in 2025, was characterized by a “basic, systemic” approach, in which specialists from the national intellectual property agency and senior practical experts from the industry took part, using the “theory + ethics + case” model. As the first major vehicle for the co-location of government schools, the second patent talent training course was innovatively upgraded, building on the first experience, to include students in intellectual property studies at the faculty of science and technology of the university of central and south asia, and to provide training in the whole process of socialization of business patent management, high-value patent mining, patent layout, etc., to help students integrate theory and practice into a combination of “law + technology”。
One of the students said that the course had allowed himself to leapfrog from the textbook to the point of view of the actual process of patenting work and to clarify future career paths in the hope of applying the lessons learned to professional studies and future employment. As a follow-up, the changsha city intellectual property authority will also explore the selection of senior intellectual property mentors to enter higher education classes to provide students with hands-on courses on the full chain of intellectual property protection。
Deepening the integration of productive studies and building new ecosystems for talent development
At present, more than 100 institutions of higher education have trained intellectual property personnel in the country, but enterprises and intellectual property institutions still face a “one size fits all”. To this end, changsha explores further integration with higher education institutions and invests in the development of complex substantive skills needed by the industry。
The secretary-general and director-general of the bureau of intellectual property of changsha city stated that intellectual property is a young enterprise oriented towards the future, that talent development must be industry-based and forward-looking, and that synergy in productive sciences is the key path to promoting the integration of talent development and practice.
