According to the permanent vice-president and secretary-general of zhao zeiri of the china national electronics service maintenance association, there are currently over 120,000 undocumented air-conditioning installation and maintenance service personnel in the country, approximately 60 per cent of the total。
Domestic sales of air conditioners have increased dramatically over the past decade, from 3. 3 million in 1998, 28 million in 2008, 44. 6 million in 2010 and 13 times in 12 years. Air conditioner installations are state-mandated special operations, high-altitude suspension operations, and the installation personnel are subjected to irregular operations and fatigue, resulting in frequent casualties. According to statistics, 46 casualties were reported in the first month of june last year. The main causes of casualties were, first, the failure of the installation personnel to wear safety belts as required, or the fact that the installation personnel had purchased low-cost and poor-quality safety belts themselves because the enterprise did not have them; second, the air conditioners were not part of the air conditioner product, which needed to be purchased by the department of installation and maintenance services at the time of installation, which had no quality standards in circulation on the market and lacked supervision; third, the buildings had not been reserved or the air conditioner outdoors had been placed in an unreasonable location, and the installation of dangerous work by the personnel; and fourth, the user had offered to install outside walls that did not meet the security requirements, and the installation personnel were afraid to refuse and take risks of installation。

According to statistics, there were some 70,000 air conditioner installation quality problems in the past year and the association conducted a sample test of air conditioner installation quality problems based on the ministry of commerce's published technical instructions for room air-regulating and maintenance services and the room air-regulating air-regulating service quality testing guidelines. As a result, over 120,000 air-conditioning installation and maintenance service personnel were posted without a permit。
Iv. Disruption of fees for air-conditioning recharge refrigerants。
There is no uniform unit of measure for air conditioning chargers, either by the number of charges, or by the pressure charge, or by the maximum emphasis. Inconsistent units of charge are charged in a fragmented manner and random charges to “black spots” are available。
In response to the above confusion, the china national electrical services maintenance association has indicated that it will take measures to regulate the market environment for air conditioning installation (safety) and maintenance services by:
The first is to strengthen safe production norms for air conditioning installation and maintenance services. In accordance with decree no. 30 of the general directorate for the supervision of national security production, " regulations for the examination and administration of technical training for the safety of special operators " , a national technical training examination for personnel involved in air conditioners installation and maintenance services is organized and certified to take up duty in accordance with established practice。
Second, technical and quality specifications for air conditioning installation and maintenance services should be strengthened. In accordance with two industry standards issued by the ministry of commerce, namely, the technical instructions for room air-constructors dismantling and maintenance services and the standard for testing the quality of room air-constructors dismantling services, an evaluation of compliance with the standards by air-conditioning installation and maintenance services enterprises was organized. In april-august, the association will announce the company's compliance in instalments and gradually establish and implement a market exit mechanism for non-compliant enterprises。
Third, the unit of measure for air-conditioning recharge refrigerants should be strengthened.
