I. What's a motor vehicle
In accordance with the explicit norms contained in our current law on road traffic safety of the people's republic of china, the so-called “motor vehicles”, which are driven or towed by various power units, are designed to provide persons with wheeled vehicles that can be used, carried goods or carried out special engineering operations while on the road。
It covers both cars and vehicle trains, motorcycles and portable motorcycles, tractor transport units, wheeled mechanical vehicles and trailers, as well as so on, but does not include any vehicle operating in orbit。
Motor vehicles can be broadly classified into the following six main categories according to the standards set by the relevant motor vehicle safety tests at the national level:
The first category consists of large vehicles, the type of which is determined in three respects:
The total mass is greater than 4,500 kg, or the length of the car is greater than or equal to 6 m, or the number of passengers carried exceeds or equal to 20 persons
The second category consists of small vehicles, the characteristics of which are:
The total mass is less than 4,500 kg (including 4,500 kg) and the length of the vehicle is less than 6 m, and the total number of passengers will not exceed 20
The third category consists of specialized vehicles, which have specialized equipment and functions, such as sanitary vehicles, medical equipment vehicles, transport mail vehicles, vehicle cranes, etc., and the fourth category of special vehicles, which is characterized by a variety of types of emergency vehicles, including fire-fighting vehicles, ambulances, engineering recovery vehicles, police vehicles, road accident survey vehicles, etc.
There is then a category v tram, which is electrically driven and equipped with a collection pole and whose path is mainly in orbit
The last category is untracked trams, which are also electrically driven, equipped with collector poles and equipped with tyres or wheels。
Article 119 of the road traffic safety act, the meaning of the following terms in this act:
(i) “roads” means roads, urban roads and places where social motor vehicles are permitted to pass under unit jurisdiction, including squares, public parking lots, etc., for public use。
(ii) “vehicle” means a motor vehicle and a non-motor vehicle。
(iii) “mv” means a wheeled vehicle driven or towed by a power unit, travelling on a road for the use of personnel or for the transport of goods and specialized engineering operations。
(iv) “non-motorized vehicle” means a vehicle driven by human or animal force and travelling by road, as well as vehicles such as motorized wheelchairs and electric bicycles for persons with disabilities, which are driven by power units but are designed at the highest speed per hour, empty vehicle quality and outer dimensions consistent with national standards。
(v) “vehicle accident” means an incident in which a vehicle is killed or injured by a fault or accident on a road or property damage。
Ii. What is the socialization of motor vehicle driving training
(c) socialization of motor vehicle driving training: in-service and ex post supervision of motor vehicle driving training without the application of a strict administrative authorization. The transport and transport authorities are responsible for the documentation of driving training schools, driving training courses and for the strengthening of supervision of driving training activities, including special tractor driving training schools and driving training courses under the supervision of the agricultural (agricultural machinery) authorities。
Article 20 of the road traffic safety act
The driving training of motor vehicles is socialized, and the driving training schools, driving training courses are managed by the transport authorities, and the driving training activities are supervised by the specialized tractor driving training schools and driving courses by the agricultural (agricultural machinery) authorities. Driving training schools and driving courses should train participants in road traffic safety laws, regulations, driving skills and ensure the quality of training, in strict conformity with the relevant national regulations. No state authority or driving training and examination authorities may organize or participate in driving training schools or courses。
