On 27 april, the network of officials of the national intellectual property administration officially published a white paper on the status of intellectual property protection in china for the year 2002 to provide information on the progress and effectiveness of intellectual property protection in china for the year 2024 in five areas, namely, protection effectiveness, institution-building, registration, cultural construction and international cooperation。
Protection effectiveness. The level of protection of intellectual property rights continues to rise, with 450,000 new first-instance civil cases of intellectual property rights being collected by courts throughout the country, 7646 cases of arrest and detention of infringements of intellectual property rights being handled by the public prosecution service, 37,000 criminal cases of infringement of intellectual property rights and the manufacture and sale of counterfeit goods being opened by public security organs, 4. 39 million cases of violations in the areas of trademarks and patents being investigated by market regulators, and 72,000 administrative cases of patent-infringe disputes being handled by intellectual property authorities. In 2024, the social satisfaction score for intellectual property protection in china increased to 82. 36 points, and innovation was high。
Institutional aspects. The legal and regulatory framework for intellectual property rights continues to be firmly established, with approximately 20 laws and regulations on intellectual property rights being amended throughout the year, 2 related legal interpretations being prepared, more than 20 normative and policy documents on intellectual property protection being issued and 11 local regulations being issued。
In the area of approval and registration. The efficiency and quality of intellectual property reviews has continued to improve. By the end of 2024, china's patent validity for inventions stood at 5. 689,000, an increase of 14. 0 per cent from year to year; china's number of effectively registered trademarks stood at 497. 777 million, an increase of 7. 9 per cent from year to year; the total annual registration of copyrights stood at 1. 6306 million, an increase of 19. 13 per cent from year to year; and the cumulative number of geographically marked products was 2544. In 2024, 14839 applications for new varieties of agricultural plants were processed, an increase of 3. 93 per cent over the same period; 1,338 applications for new varieties of forest grass plants were processed; and 29,541 applications for customs protection of intellectual property rights were processed。
Cultural construction. The cultural dissemination matrix on intellectual property has been continuously expanded to demonstrate the effectiveness of china's intellectual property protection through a variety of channels, including large-scale events such as the national intellectual property awareness week, multiple press conferences, the full use of platforms for external exchange and cooperation, the publication of a series of intellectual property reports and typical cases, and the strengthening of educational training。
International cooperation. In-depth participation in global intellectual property governance, organization of the international association for the protection of intellectual property rights (aippi) world intellectual property congress, 2024; organization of the third high-level conference on intellectual property “away the way”, continued to deepen exchanges with international organizations such as the world intellectual property organization and national and regional intellectual property institutions, and continued strengthening of judicial cooperation and joint enforcement with relevant countries (regions)。
