Following are the responses received to your recommendation to continuously promote hospital access to community health services:
I. Responses to recommendations

One is the proposal to strengthen policy support. In the spirit of the circular of the ministry of health on the record-keeping of the organization of clinical activities, as the health administration, all types of medical, preventive, health-care institutions are encouraged to organize and participate actively in the conduct or participation of medical personnel at all levels; for the purpose of regulating the conduct of diagnostics, the circular provides for the recording, review, supervision and management of such activities by the district and above health administration。
The second is proposals for specific initiatives such as the enrichment of services. The agency continues to work on the elaboration of basic public health services and regulates the orderly implementation of 12 types of services, as required by the national basic public health services code (third edition), focusing on persons suffering from chronic diseases such as hypertension, type 2 diabetes, tuberculosis, slow lung retardation and children aged 0-6, maternal, elderly and severely mentally handicapped. Basic health institutions are guided by the population's health needs, through the provision of health education materials, the setting up of health education brochures and public health consultations (using various health theme days or targeting priority health issues in the districts), health counselling activities and dissemination of information materials. Each community health service centre conducts at least nine public health consultations per year, and holds health information lectures (on a regular basis to guide residents to learn and acquire health information and the necessary health skills to promote the physical and mental health of residents in the district). Each community health centre conducts at least one health-related seminar per month, community health-care stations at least one health-related seminar every two months, individual health education (medical personnel, when providing health services such as outpatient care, home visits, etc., provide targeted individualized health-related education and skills). In 2024, a total of 208640 public information materials were distributed in our region; 6570 audio-visual material was broadcast, with a cumulative duration of 66460 hours; 177 health education promotion columns were updated; 242 health education lectures were held, with a total audience of 1,387; 133 public consultations were conducted, with a total audience of 1,047; and 35461 individual health education services were provided。
Ii. Future work plan

The community will take full account of the recommendations that you have made, first, to improve the quality of health services at the grass-roots level through the provision of basic public health services, the provision of health records, the contracting of family doctors, the construction of family beds and the management of health services for priority groups. Second, the decline in quality health resources requires community health services centres, in conjunction with specialists from higher-level hospitals, to conduct at least two diversified health service activities per quarter to provide full-process, high-quality medical services to residents of the bailiwick. The third is to strengthen the synergy of the urban health groups, with the joint members of the lead hospital conducting major thematic consultations, providing easy access to health counselling and treatment services for community residents and effectively reaching “last kilometres” of quality health resources. Fourth, the various units have made full use of multiple channels, such as community announcements (community grids), twitter, short video platforms, and belowline presentations, to increase the impact and coverage of community service initiatives. At the same time, people's feedback is collected in a timely manner in order to promote health services with precision and regularity and to increase awareness and participation in health-care initiatives。
