The north sea city transport authority's circular on the publication of the “ten bans, ten musts” for the safe management of the road water transport industry
In order to further encourage road and water transport enterprises to secure safe management, it has been developed and issued the safety management regulations in the road transport industry, and the safety management regulations in the water transport industry, which are both strictly prohibited and essential。
Safety management in the road transport industry is strictly prohibited
The travel charter industry is strictly prohibited: first, leading company directors and safety producer managers are prohibited from operating the tour charter industry without security clearance; secondly, companies that do not operate the security education, security financing, security staffing, safety management and so forth are prohibited; thirdly, businesses that do not have dynamic control and control systems are prohibited from operating the tour charter industry; fourthly, companies are prohibited from applying for travel charter plates under false contracts; fifthly, drivers are prohibited from driving speeding, exhausting, drinking and driving and other unsafe behaviour; sixthly, drivers are prohibited from driving for more than four hours on a daily basis, and for more than two hours on a night-time basis, and the duration of each parking break should be no less than 20 minutes; seventhly, drivers are prohibited from travelling for two to five hours at night; eighthly, vehicles are prohibited from operating outside the approved licence plate; ninthly, vehicles are prohibited from operating without security notification and escorting passengers。

Ten prohibitions are imposed on the general transport industry: first, the company's principals and safety production managers are prohibited from operating in the dangerous transport industry without having passed the security clearance test; secondly, enterprises that do not pass the standardized safe production assessment are prohibited from operating in the dangerous transport industry; thirdly, enterprises that do not operate in the systems of safety education, security financing, security staffing, safety management, etc., are prohibited from operating in the dangerous transport industry; fourthly, drivers are prohibited from driving at excessive speed, fatigue, driving with alcohol and other unsafe practices; fifthly, vehicles are prohibited from travelling in restricted areas and at restricted hours; sixthly, unauthorized vehicles are prohibited from being converted; seventhly, vehicles are subject to excessive restrictions; eighthly, goods are removed from the transport of vehicles, yanza and are not subject to protective measures; ninthly, unsanctified vehicles are prohibited from operating and operating; and tenthly, enterprises are prohibited from conducting dynamic control of vehicles that exceed 12 tons or more。
Vii.
