With a view to following up on the concept of poverty reduction strategies, the secretary-general of xi jinping will continue to disseminate information on policies to combat poverty at the central, provincial and municipal levels, and will continue to disseminate information on policies to overcome poverty。
Question 4: who, who, how, and how。
The “five packages” are responsible for accountability: “the five five” are party leaders, government leaders, cadre gangs, grass-roots leaders and social leaders; and “the five packs” are provincial leaders, county leaders, village leaders, village leaders and party cadres。
“five groups”: productive development out of poverty, easily pro-poor relocation out of poverty, ecological compensation out of poverty, education out of poverty and social security。

The assessment indicator: “the rate of leakage” has fallen to less than 2 per cent, “the rate of reversal” to less than 2 per cent, and “the level of popular recognition” to more than 90 per cent。
7. Poverty-deprivation criteria for poor districts: poverty districts have withdrawn from the poverty rate as the main measure, and poverty rates have fallen below 3 per cent。

Agricultural industrial restructuring “eight elements”: selection of industries, training of farmers, technical services, financing, organization, production and distribution interface, convergence of interests, building of grass-roots parties。
“four hard wars”: one is a hard war on infrastructure, the other is a hard war on easy relocation to fight poverty, the other is a hard war on industrial poverty, and the other is a hard war on “three guarantees” for medical housing。
“113 battles for peace”: focusing on the goal of “innovative development, synchronization and development”, highlighting the “great party building” as the umbrella, focusing on the three pillars of “big poverty reduction, security and development” in an effort to promote sustainable and healthy economic and social development and social cohesion。
12. Accurate poverty reduction is based on the view that one looks at the house, two at the food, three at the strength of the labour force and four at the family level。
