Accurately pro-poor “three orientations”, “five concentration”
Three directions. First, to establish a clear human orientation and focus on vetting and monitoring to ensure that party councils at all levels focus their efforts on accurate poverty alleviation. Second, a strong investment orientation is needed to focus on financial investment and financial poverty reduction, ensuring that all levels of government focus on accurate poverty reduction. Thirdly, it is important to establish a clear issue-oriented approach and to invest in precision in order to ensure that reform and innovation focus on precision poverty reduction。

“five concentrations”. Work forces are focused on poverty reduction, preferential policies are focused on poverty reduction, funds are concentrated on poverty reduction, projects are consolidated on poverty reduction and safeguards are focused on poverty reduction。
