Chapter i general provisions
In order to regulate the management of the maintenance of the offices of the central state organs (hereinafter referred to as “office space”), in accordance with the circular of the office of the state council to the directorate of institutional affairs of the state council on the improvement and strengthening of the management of office premises and the rules for their implementation (uno) [2001] 58) and project management approach for the construction of central state organs (pilot) (state-controlled premises [2004] no. 153) and related provisions, developing this approach。
Article 2. For the purposes of this approach, the maintenance of office space is defined as the maintenance of office space (including the house itself and its facilities and equipment) managed by the department of state's department of institutional affairs (hereinafter referred to as the “state administration”) using the central budget funds for maintenance and administrative services。
The definition and classification of the building itself and the equipment for the facility are described in the relevant provisions of the standards for the maintenance of the offices of the central state bodies (preliminary) (no. [2004] 85 on state administration premises) (hereinafter referred to as the standards)。
Article iii. The state administration is responsible for project approval, planning, organization and supervision, taking into account the age of construction, age of use, degree of critical ageing, functional adjustment of use, etc., and taking into account budgetary arrangements for funding, integration, focus, rationalization of office maintenance projects, etc。
Departments, units of the central state bodies (hereinafter referred to as “using units”)
Completion of office space and actual requirements, request for maintenance projects, participation or acceptance by the state administration
Commissioning the organization of project design, construction management, completion and acceptance, etc。
Article 4 - maintenance of office premises shall be carried out in a manner that ensures safety, hygiene, energy conservation and environmental protection, and scientific organizations shall maintain strict control standards, with emphasis on maintaining and improving their use functions, so as to be economical, simple and applicable。
Article v. The maintenance of office space is divided into major, intermediate and routine repairs, depending on the level of damage and the volume of the repairs。

Major repairs: refers to the full rehabilitation of office buildings and their facilities, as well as minor expansions of the building area adjusted to no more than 15 per cent of the total original building area
Moderate: refers to partial rehabilitation of office premises and their facilities
Daily maintenance: refers to the timely repair and daily maintenance of office premises and their facilities。
Article vi. Procedures for the maintenance of office premises, including, inter alia, inspection and validation, project establishment, planning, project implementation, completion and acceptance, must be strictly enforced and implemented in a sequential and gradual manner。
Chapter ii inspection and identification
Article 7 already operational premises must undergo daily, detailed and specialized inspections in accordance with the time limits and content prescribed by the standards. Where necessary, occasional inspections should be carried out。
The day-to-day inspections are organized by the use units to assign trained managers or qualified professional bodies and to establish inspection files。
Article 9 - detailed and specialized inspections are organized by the user units or jointly by the state administration, entrusted to professional bodies in the light of the situation and resulting in an appraisal report. If necessary, inspections and evaluations may be carried out in conjunction with specialized institutions such as security, inspection, hygiene, environmental protection and fire protection。
Chapter iii project establishment
Article 10 if, in accordance with detailed and specialized inspection and identification reports, major or intermediate repairs are required, the user units shall, in due course, submit the request for maintenance to the state administration and submit the project proposal and validation report, as well as, if necessary, the feasibility study。
Article 11 the national authority shall, upon receipt of an application from a user unit, study and validate the necessity and feasibility of a maintenance project, organize an expert or commission a professionally qualified intermediary, as necessary, to evaluate the project, approve it in a timely manner and identify the implementing unit of the project in accordance with the relevant provisions of chapter v, article 18, of this scheme。

Article xii. Projects identified for project development are included in the database of the office space maintenance project as the main basis for the preparation of the annual maintenance plan。
After the establishment of the project, the project implementing unit shall make an open tender for the selection or commissioning of a qualified design unit for the preliminary design of the maintenance and adaptation, and the national authority shall evaluate the preliminary design, in accordance with the relevant provisions of the central state body for the evaluation of the construction project, evaluate the relevant provisions, specify the content of the preliminary design and the proposed budget, etc., and proceed with the approval in a timely manner。
Chapter iv
Article xiv. Annual maintenance plans for office premises include annual basic and specialized maintenance plans. The office accommodation repair project is included in the annual basic maintenance plan; maintenance projects that are difficult to arrange in the annual basic maintenance plan because of exceptional circumstances and the need for maintenance are included in the special maintenance plan。
The size of the investment in the annual basic maintenance plan should be commensurate with the inventory of office property and adjusted in due course to the availability of office space and actual needs。
Article 15 maintenance projects included in annual maintenance investment plans shall be subject to the following conditions:
(i) project formulation has been approved
(ii) other investments other than those within the central fiscal budget have been implemented。
Article 16 the national authority compiles annual maintenance plans. Investment in the annual basic maintenance plan is included in the sectoral budget of the implementing unit of the project organization, and investment in the special maintenance plan is included in the sectoral budget of the national authority for approval by the ministry of finance。
Article 17 the national authority has harmonized the flat rates for daily maintenance of premises. Each user unit prepares a budget for the daily maintenance expenses in accordance with the quota criteria, submits it to the national authority for review and, with the approval of the ministry of finance, is included in the unit's sector budget。
Chapter v project implementation

Article 18 maintenance projects scheduled in the annual maintenance plan are organized by the national authority。
The maintenance projects scheduled in the annual basic maintenance plan may also be entrusted to user organizations as appropriate. Each user unit shall sign a letter of responsibility for the construction of the project with the state administration, specifying its responsibilities and authority and organizing the execution and management of the project in strict compliance with the terms of the letter of responsibility for the construction of the project. The state administration supervises inspections。
Article 19 states that payments for major and medium-sized projects shall be made in accordance with the provisions governing the centralization of payments by the public treasury, and that the use of funds to advance payments by the user units is prohibited。
Chapter vi complete acceptance and acceptance
Article 20 upon completion of the work on the medium-sized project, the organizational unit of the project must organize the completion and inspection of the project in accordance with the relevant provisions and prepare the maintenance summary report as a reference basis for the evaluation of the project's performance。
Article 21 states that major and medium-sized projects shall prepare financial accounts relating to changes in the value of houses and facilities, and that the implementing units of the project shall make adjustments in the accounts of assets in accordance with the relevant provisions of the state-owned asset management in the administrative enterprise units of the central state organs。
Article 22 the project implementing units are required to maintain detailed and accurate records of the project implementation process, to be archived with documents such as design, construction and acceptance, to produce paper and electronic files and to file them with the national authority。
Chapter vii
This approach, which has been tested on the date of its issuance, shall prevail if the previous provisions conflict with it。
Article 24 this approach is interpreted by the national authority。
