The strengthening of discipline is a comprehensive approach to tackling the root causes of the party. The newly amended ccp disciplinary regulations (hereinafter referred to as " the regulations " ) represent another major institutional achievement in the construction of a system of internal laws and regulations. They have brought about the evolution of internal laws and regulations and will provide a strong institutional guarantee for the advancement of the party's rule of law。
Evolution of the regulations
In february 1997, the first regulations (preliminary) were promulgated, comprising 13 chapters 172, which were the party's most specific, systematic and complete internal regulations. This regulation, which addresses the issue of quantitative standards, marks the beginning of a process of regularization and scientificization of party discipline。
On 31 december 2003, new regulations were promulgated by the central government on the basis of a “trial test”. This was the first revision, resulting in a total of 15 chapters 178. It is a scientific review of the long-standing experience of the party, particularly in the implementation of the pilot regulations for the last seven years, in keeping with the building of party integrity and the fight against corruption in the context of the reform of the state enterprise, and in keeping with the concept of “party control and discipline”, which embodies the principles of “punishment, treatment and rehabilitation” and of education and rehabilitation。
The revised regulations were issued by the central government in october 2015. This was the second revision, which resulted in a total of 11 chapters, 133 articles, specifically translating the discipline-related requirements of the party chapters into six major disciplines: political discipline, organizational discipline, integrity discipline, mass discipline, work discipline and life discipline. The most prominent feature of this revision is its emphasis on “pre-law, discipline and discipline”, which puts discipline and discipline ahead of us and reflects the further deepening of our party's understanding of party rule。
In august 2018, the central government promulgated the newly amended regulations. This is the third revision, with a total of 11 chapters 142, which maintains six categories of disciplinary action in the body layout. The revision, which firmly upholds the centrality of the centre of xi's general secretary, the centrality of the whole party, the central authority of the party and the unity of its leadership as points of departure and anchor, once again releases a strong signal that “the party will always be on its way from the top”. This revision fully implements the 19 fundamental socialist ideas and party spirit of xi jinping's new era. It is based on party charters. It takes a full account of the party's 18-year-old doctrine, practice and institutional innovations in discipline-building. It adheres to strict discipline to govern the party as a whole. It refines the requirements of party statutes and certain norms on political life within the party in the new circumstances. It fully exploits the benefits of discipline-building as both an instrument and an instrument of discipline-building。
The party's laws and regulations have evolved

It's hard to be disciplined. Since its eighteenth anniversary, the central party has made clear the important requirement of maintaining discipline and discipline ahead of the law. Accordingly, the 2015 regulations and the most recently amended regulations have given greater prominence to the function of party discipline. The rule of law is upheld in discipline-building in order to properly understand and address the relationship between party discipline and national law. Party discipline is the “bottom line” that every member of the party should adhere to, and national law is the “bottom line” that every citizen should adhere to. The nature, status and purpose of the party determine, on the one hand, that no member of the party must remain on the “bottom line” of the law, that party discipline is strictly governed by national law, and, on the other hand, that party discipline and national law are the rules to be followed by the majority of party members, that any member of the party must at the same time adhere to the party's disciplinary “bottom line” and national law “bottom line”, and that maintaining the “bottom line” of party discipline contributes to upholding the “bottom line” of the law。

This requires that the discipline-building of the party remain people-centred, that the people are opposed to what they hate, that we are determined to prevent and combat what we are doing, that we are constantly enhancing the sense of popular satisfaction through social security, policy support, poverty alleviation and stability, and that we promote the satisfaction of the population; that we are always providing services to promote the overall “five-one” layout, to coordinate the advancement of the “four-round” strategic layout, to serve the theme of nation-building for the modernization of the country's system of governance and its capacity, and to provide clear discipline and solid institutional guarantees for the building of the chinese communist party itself, which is fully ruled by the party。
Maintain a problem-oriented approach and constantly improve the relevance of discipline building. From addressing “quality standards” to addressing “non-compliance”, from promoting party integrity and anti-corruption efforts to promoting a comprehensive approach to party rule, the main driving force behind the development of the regulations is practice. Insisting on a problem-oriented approach, rather than “sowing headaches”, requires focusing on core, critical discipline and achieving a breakthrough at key points, based on the principle of urgent priorities. It should be noted that adherence to issue orientation is not intended to negate the mission-led function of discipline-building. Insisting on the problem orientation, setting a “bottom line” for a large number of party cadres by clearly defining the behaviour “cannot be” and giving prominence to the mission of establishing a “high line” for a wide range of party cadres by highlighting the party's original intentions, objectives, ideals, etc. Only by adhering to the party's disciplinary “bottom line” can noble ideals be maintained; only by continuing to pursue the “high line” will fewer people be left on the edge of the discipline “bottom line”, united in the whole process of regulating the party's activities and conduct at all levels and by all its members。
