
In accordance with the unified deployment and arrangement of the municipal reconnaissance for a municipal democratic review of the political wind in 2010, the tasks of the central reconnaissance phase of our democratic review have been completed. We have contributed to and contributed to the further development of the culture of governance by focusing on the need to find the causes of the problem and to build a long-term mechanism, closely integrating the practical aspects of price work, making careful adjustments, improving the system, and effectively addressing the outstanding problems in the construction of the political climate. The following is the status of implementation of the issues and modifications identified by our bureau:
I. Issues
Through extensive consultations and comprehensive self-censorship, a total of 26 comments and recommendations have been collected, which have been carefully summed up, mainly in the following areas。
(i) inadequate dissemination of price policy regulations and poor public awareness of price work. The first is the way in which price policy regulations are publicized, the means are low, the publicity is not sufficiently in-depth, the system is simple and does not facilitate their dissemination. Secondly, there are few channels for the publication of price policies and important information, the way in which they are published is more uniform, and the focus of the price policy information service economy is not clear; the price information network has just begun to be built, and the publication of relevant policy regulations and regulatory documents has yet to be further improved, to the detriment of the population's resistance to excessive charges and to its legitimate interests。
(ii) the lack of innovation in price management and the lack of measures to address the hot spots and difficulties of concern to the population. Speaking for the people, dissipating the government and promoting economic development are fundamental points of departure for price work. While we have made efforts to regularize price management and have pioneered new approaches to price management, there is still a single management tool, a wide range of ideas and areas, and a lack of creative spirit to keep pace with the times. One is the lack of effective regulation of commodity price liberalization and the existence of a number of price violations such as windfalls, miscalculation and price fraud. In general, the public is told about hot spots such as fees for education, fees for medical treatment, prices of medicines, compulsory fees for administrative authorities, problems that have not yet been really resolved, controlled and, in some cases, excessive fees. Second is the lag in price research, the lack of in-depth knowledge of the reality, the habit of issuing documents and the lack of attention to follow-up monitoring。
(iii) inadequate penalties for price violations. The penalties imposed in cases of price violations are not sufficiently severe. In particular, the lack of firmness in implementing the withdrawal, the lack of thoroughness, and the low rate of withdrawal have resulted in low costs of violations and the failure to eliminate indiscriminate charges, as well as the lack of visibility of typical cases, the lack of deterrence to other violations and the lack of credibility in the price sector。
(iv) clear pricing has not yet become widespread throughout the city. Clear price tags for districts and towns and villages are not strong and need to be strengthened. Some self-employed businesses do not operate with clear-coded pricing requirements, and sometimes deceiving consumers does not use price tags that are centrally monitored by the price department。
(v) the institutional style needs to be further strengthened, as it is not very detailed, rigorous and realistic, with a lot of time floating on it, less time going into the grass-roots level, a habit of issuing documents for management and inadequate supervision; a small number of cadres are less demanding of themselves and are late and early at work。
The above-mentioned problems show that there is still a gap in the political process, mainly due to three factors: firstly, the fact that the political party is a public and a people, and that there is still a need to improve the awareness of the government and the services that will help the people; secondly, the failure to keep pace with the new patterns of scientific, legal and democratic price-fixing; and thirdly, the inadequacy of the institutional mechanisms and of the institutions that have been put in place, in particular the concept of public interest, the rule of law, the rule of law for the people, and the implementation of measures for education and monitoring。
Ii. Reform measures and implementation
In response to the above-mentioned questions, the general directorate has carried out a thorough analytical study, and the members of the team, while pursuing their own self-censorship and corrective work, have adopted the “three follow-up, three follow-up” requirement, which is time-bound to correct the evaluation process, and have put it in place to ensure that the evaluation process is effective。
(i) inadequate dissemination of price policy regulations and regulations, and efforts to raise awareness of price laws and regulations and to make them public. First, with the launch of our website, we will complement the relevant sections, and all normative documents, policies and price information will be made available online for easy consultation with businesses and consumers. The second is to reach out to people at the grass-roots level and carry out intensive activities in the area of price services. In the city as a whole, the seven-step campaign to improve the access of the population to enterprises, hospitals, schools, communities, businesses, rural areas and mining areas has been carried out, guaranteeing the right to information, participation and complaints on the prices of the population, promoting the transparency of the pricing policy in general, raising awareness of the population's own rights and interests。
(ii) in response to the lack of innovation in price management, efforts have been made to change attitudes and scale up efforts. The first is to strengthen learning, effectively change mindsets, seriously implement scientific concepts of development, guide prices through scientific developments, further consolidate the achievements of advanced sex education among party members, and educate cadres to firmly develop the idea of serving the people with full commitment and interest. The second is an in-depth grass-roots study to strengthen the regulation of commodity price liberalization, with practical measures to maintain a normal market price order and promote fair competition. In order to strengthen the monitoring and monitoring of market prices, the directorate's price monitoring centre carries out price monitoring of 47 important commodity prices that concern the price of human life, focuses on analysis and forecasting, produces monthly monitoring of market prices reports, analyses the impact of price changes on people's productive lives and provides timely responses and recommendations. Thirdly, efforts have been intensified to address hot spots. To improve the policy of charging fees for education, to implement compulsory education with full and free coverage, to strengthen the establishment of fees and surrogate rates for higher education services, and to carefully regulate the standard of fees for medical services and the price of medicines in our city. In the near future, the bureau will clean up more than 3,600 municipal health services announced in 2005 and establish a more reasonable fee rate; pilot a system of zero differential rates for essential drugs in 17 primary health-care services throughout the city to ensure that the population is aware of the disease; and, fourthly, make democratic legal decisions to regulate price fixing. Strict application of the system of price hearings, careful implementation of the provisions of the government price decision hearings scheme, ensuring the broadness of the representatives of the hearings in order to fully hear the parties and improve the quality of the hearings. Representatives of the bureau's hearings on the price adjustment of water from the oil fields, held on 26 may, were created by recommendations from various organizations in accordance with the relevant provisions, and the prices board identified only one expert representative. Five is the arrangement of provincial administrative enforcement inspections to clean up normative documents and abolish those that do not comply with the laws and regulations. Sixth is the strengthening of monitoring and inspection of agricultural fee-related projects and the full introduction of a public system of farm fees. The bureau, in cooperation with the municipal agricultural office, has issued the municipal price visibility card, which has produced over 30 criteria for more than 10 sectors involved in farm fees, distributed to all administrative villages throughout the city, and enhanced farmers ' ability to resist excessive fees。
(iii) inadequate penalties for price violations, with a focus on institutional and internal oversight. The first is the strict enforcement of the “four-segregation” system of price supervision, the effective separation of cases and inspections, inspections and examinations, trials and penalties, penalties and enforcement, the involvement of the directorate's policy and regulatory section in the consideration of cases, and the discussion and decision of major price violations by the judicial chamber, which forms a mechanism for mutual control and oversight. The second is to improve administrative law enforcement accountability and accountability. The system has been amended in accordance with the administrative penalties act and the administrative permits act. Third is the establishment of a system of feedback on price surveillance and integrity checks. At the time of inspection in the inspected unit, the directorate of monitoring and inspection of municipal prices completes the “responsibility and integrity feedback form for price examiners”. Price enforcers are evaluated, monitored and problems are identified and, if found, taken seriously. The fourth is the establishment of a sound price monitoring network, the promotion of price monitoring into the community in urban areas, the strengthening of the role of price management checkpoints in rural areas, the improvement of the supervisory function and ensuring that the interests of the population are not compromised。
(iv) efforts to overhaul the price integrity campaign in response to the lack of clear-coded pricing. The policy provides for the promotion of clearly-coded prices as an important element in the selection of price-good-faith units, the promotion of a clearly-coded price model, the construction of a clearly-coded model street and model shop, the encouragement of clear prices and the creation of a secure shopping environment for consumers。
(v) in order to address the problems of institutional development, efforts are being made to improve the quality of the services and staff. The first is the establishment of regulations, the revision of more than 20 regulations, such as the rules for the working of the market prices board, and the maintenance of a system for the management of personnel and the regulation of the conduct of cadres. The second is discipline. (c) to strengthen the education and supervision of the staff of the institutions, with emphasis on education in purpose, discipline and discipline, and to improve the efficiency and quality of their services. (b) strictly enforce the "no price for housekeepers" rule, strengthen integrity education and promote self-regulation. The third is to adhere to civilized language services and to the treatment of people who come to work, regardless of their affiliation, by requiring “four ones” services to give a good image of the pro-people image in the price sector. Fourth is the 24-hour operation of the 12358-price reporting telephone line, the improvement of the provincial network of the price reporting network, the establishment of a rapid response mechanism, and the timely detection and response of complaints from the public. Fifth is the strengthening of the operational training of cadres and the rigorous management of the qualifications of staff working directly on price visas, appraisals and auctions, the preparation of induction training and the improvement of the quality of their operations。
Iii. Plans for future work
The evaluation, which is staged but long-term in nature, has led us to raise awareness of the importance of strengthening the political culture, to a comprehensive baptism of the thinking and working style of my staff, and to a good example of good work and professionalism on the part of the representative. Second, the implementation of the national civil service act has continued to improve the overall quality of the workforce, to firmly establish the concept of dedicated service to the people, and to develop a scientific approach to education, including ideas, discipline, the rule of law, integrity, ethics and hard work. Thirdly, the regulatory framework should be further revised to consolidate the gains of the political climate. On the basis of existing regulations, and in accordance with the requirements of the act on administrative permits and administrative penalties, we shall further improve the system of incentives and penalties for the exercise of culture, integrate the construction of culture into the normative and institutionalized path and establish a permanent mechanism for the sound construction of culture。
Price leverage can regulate all aspects of social reproduction, price management has an irreplaceable role to play in the management of macro-regulation and the revitalization of the micro-economic sector, and price work is based on party and government policies, as well as on the vital interests of the population at large, “to take care of everything”.
