The proposal states that the comprehensive construction of a well-being society is an important strategic deployment of the party's central state council. Attention to health has become a consensus in our society. The goal of equitable access to health services for the general public is gradually being achieved with the rapid development of the country's medical and health services. In recent years, as knowledge of medical sciences and chinese medicine continues to spread, and there has been a surge in health care throughout society, chinese medicine and nursing care have never been as well known in rural and urban areas as today. At the same time, however, it is hotened up by a few people who are motivated by interest, which casts a shadow over chinese medicine and nursing care. Many patients have even died of deception because they were "poor, ill" and, particularly in some economically less developed regions, of family tragedies caused by misled or deceived. There is a general public perception that the promotion of the publication of images or hoaxes in the medical and health sciences has reached a level where non-specialized intensive management is not enough for civilian outrage. This phenomenon must be given high priority by the government and the leaders of the sectors concerned, and measures must be taken to strengthen governance。

The proposal suggested first, who would approve who would administer and who would issue the accountability mechanism. (b) establish and clearly delineate the regulatory framework for the management of health care, strengthen the institutions responsible for the administration of justice, set up efficient mechanisms for the management of science, seamless connectivity and comprehensive coverage, and strengthen the overall management of audio-visual programmes and publications on health care, so as to ensure the best possible and timely protection of the interests of the population and the state. Secondly, the government has taken the lead in public health services and has strengthened the dissemination of medical science. First of all, greater financial investment in support of the health sector, the active assumption of the leading role in public health promotion, and the full use of government-sponsored credibility will have an important and multiplier effect on health promotion and the development of good habits. At the same time, the government has increased its targeted funding to identify a number of specialized national health science cultural publishing institutions that will play a leading role in publishing more of the popularly popular medical and health literacy books. In addition, a number of media outlets have been designated to specialize in the promotion of the medical sciences, to increase scientific information and reporting, and to increase public awareness of the medical sciences.
