Construction site
1. The construction unit shall set up a barrier at the construction site and take effective dust-proof measures such as covering, part-time work, construction at selected times, water-scattering, washing of floors and vehicles (the word “dust-proofing” is provided by the industrial encyclopedia)。
2. Main roads need to be hardened。
3. The exposed sites and piled earth shall be covered, solidified or greened。
4. Vehicle washing facilities should be set up at the exit of the construction site to clean the departing vehicles。
Construction debris
1. Construction land and construction waste should be removed in a timely manner;

Where stored on site, cover should be provided by a closed dust net。
3. Garbage within buildings shall be removed by means of containers or special closed channels, and no air-to-air throwing shall be allowed。
4. The burning of all types of waste at construction sites is strictly prohibited。
5. Transport of land and construction waste must be carried out by means of closed transport vehicles or cover measures。
Construction materials
1. Premix concrete and premix slurry should be used at the construction site in the specified area (the word “slurry” is provided by the industrial encyclopedia)。
2. Places where concrete or sand is mixed in the field shall be closed, dust- and noise-mitigated。
3. Cement and other flimsy fine particulate construction materials shall be closed or covered。
Other measures
1. Dismantling of buildings or structures should be accompanied by noise and dust abatement measures such as isolation, water spilling and timely waste removal。
2. Municipal roads should be covered by effective dust protection measures when they are being cut or cut. Ashes and inorganic materials should be pre-blended and water and dust should be spilled during the crushing process。
3. Construction sites that are temporarily unable to start should be covered by the construction unit with bare ground; for more than three months, they should be greened, clothed or covered。
This will be followed by the establishment of a long-lasting mechanism for monitoring construction dust, which will be used to receive reports from people on construction dusts through digital city lines, hotlines, micro-credit public platforms and mobile phones。
A contingency plan for heavy-pollution weather emergencies will also be developed based on local realities, corresponding dust control measures will be developed at different warning levels, and site stop lists will be prepared。

Work programme for the dedicated governance of construction sites
In order to further improve urban air quality and the habitat environment, and to improve urban governance, the ministry has decided to introduce nationwide, by 2017, a special programme for the management of building sites (hereinafter referred to as construction dust management) and has developed the following work programmes:
I. Objective of the work
Through the implementation of construction dust management, serious inspections and related violations were carried out to effectively address the prominent problems of construction of buildings, construction of municipal infrastructure and demolition of buildings, and to improve the standardization of construction works; to establish mechanisms for long-term construction dust management, improve urban management capacity and standards and effectively curb the impact of construction dust on urban air quality。
Ii. Main tasks
The authorities responsible for urban management or urban and rural construction of housing at all levels, in conjunction with the relevant departments, are required to take effective measures to improve the monitoring and management mechanisms for the management of construction and dust, in accordance with the principle of “preventive and integrated management”, in accordance with the division of responsibilities, taking into account local realities。
(i) overseeing the implementation of the main responsibilities of the parties to the construction project。
The primary responsibility of the construction unit. The construction unit has the overall responsibility for the remediation of the works, and the cost of the remediation of the works should be included in the construction price, the relevant elements should be specified in the contract for the works and paid in full and on time。
2. Primary responsibility of the construction unit. The construction unit should establish responsibility for construction dust management, develop a specific construction dust management programme for the characteristics of the project and implement it strictly. The construction unit should publicize the construction dust management measures at the construction site, the responsible persons, the competent authorities, etc., and provide timely information to the local authorities on the implementation of the construction dust management measures。
3. Primary responsibility of waste transport units. The slag transport unit shall establish a system of management and related measures for the transport of excavated dust (construction garbage), the use of compliance vehicles and the strengthening of the management of slag transport vehicles and personnel。
(ii) monitoring the implementation of dust remediation measures at construction sites。
1. Construction site. Iii. Schedule
(i) deployment phase (by 10 april). The provincial, autonomous and municipal housing construction offices, the municipal management, construction and related departments of the municipalities directly under the central government, and the construction of the xinjiang production and construction corps are to be deployed on a practical basis. Municipalities and county authorities are required to develop practical work programmes, conduct in-depth mapping and mapping of construction sites and establish lists of projects for construction sites (see annex 2) and billboards (see annex 3) to ensure full coverage and non-exhaustive coverage。
(ii) implementation phase (11 april-30 november). In line with the requirements of this programme, full construction dust management should be carried out in conjunction with the creation of civilized sites, a sound information reporting system should be put in place and progress reported to my ministry by the end of each month (see annex 1). The ministry will conduct field inspections in priority areas to ensure that local governance measures are improved, that day-to-day law enforcement controls are strengthened, that institutions are strengthened and that national construction and dust management efforts are advanced。
(iii) wrap-up phase (1 december-31 december). The lessons learned, the results of the management of construction dust should be carefully summarized and communicated to our department in a timely manner. On this basis, my department will provide briefings to regions and units where governance has been effective, and draw lessons and practices from good practices。
Requests

(i) strengthening organizational leadership. Urban management or urban-rural construction authorities at all levels are expected to be at a high level in the promotion of ecological civilization, fully aware of the importance and urgency of building dust management, integrated deployment, carefully organized implementation and effective implementation。
(ii) enhanced regulatory enforcement. There is a need to strengthen controls and enforce strict law by combining routine inspections, random spot checks and remote surveillance. The reporting channels are open to the public through digital city lines, hotlines, twitter and mobile phones. Enterprises that violate the relevant laws, regulations and national standards are seriously investigated and recorded in the integrity information system. The higher authorities shall be held accountable according to the law, depending on the circumstances and the consequences of a unit whose performance is weak and whose governance is not clear。
(iii) emergency response to highly polluting weather. The response plan for heavy-pollution weather emergencies needs to be tailored to local realities, corresponding dust control measures at different warning levels are to be developed, site stop lists are to be prepared, tasks are to be fine-tuned, and responsibility is to be quantified, tested and accountable. Emergency response plans are initiated and supervised in a timely manner, based on air pollution warning levels issued by local governments。
(iv) sound long-term mechanisms. There is a need to progressively establish law enforcement linkages to ensure regularization of regulatory work and to continue to consolidate governance gains by making construction dust management a routine exercise。
(v) advocacy. Awareness-raising efforts should be undertaken to ensure timely coverage of best practices and best practices in building dust management through the various media, public exposure of negative models, the full use of public opinion monitoring, the mobilization of public participation in building dust management and the creation of a sound public opinion climate。
