In recent days, our bureau has held meetings to convey the spirit of the conference of directors of intellectual property in shandong province in 2018, to take stock of the work carried out in 2017, to analyse developments in intellectual property and to study the work plan for 2018. Party secretary, director general, attended and addressed the meeting。
At the conference, the director of the provincial intellectual property authority shared the report of the director-general of the department of intellectual property rights on “in-depth learning to follow through on the 19th spirit of the party, keeping in mind the mission to build a new state of affairs in the new era of intellectual property,” as well as the highlights of the work on intellectual property in shandong province in 2018. It was agreed that the report on the work of director yu zhiyong had fully acknowledged the great achievements of the intellectual property system throughout the province since the 18th congress of the party, and had placed new demands on a new era of intellectual property rights, greatly boosting the morale of the vast cadres of the intellectual property system throughout the city。
Four “ensure”
In conclusion, the director of the department stressed the need for science to plan intellectual property for 2018 in the context of the overall working requirements of the provincial directorates. Four “ensures” should be achieved throughout the year:
One is to ensure that service industry upgrades and old and new kinetic energy transformations are effective。
The second is to ensure that intellectual property protection is more effective。
Thirdly, there has been new progress in ensuring a culture of intellectual property。
The fourth is to ensure that provincial civilisation units create new steps。
Twelve jobs
The director of the department requested that the work in 2018 be centred around the “four ensures”, focusing on 12 tasks:
The first is to move forward in an integrated and coordinated manner. The focus is on improving and enhancing the functioning of the municipal intellectual property office conference system, implementing the programme of work of the executive branch of intellectual property and the application of the 13th five-year plan of the provincial government, and further enhancing the social impact of intellectual property work。
Second is the implementation of the patent creation promotion programme. There is a need to increase the number of patent applications for inventions throughout the city, the number of patents for effective inventions and the number of enterprises with patents for effective inventions。
Third is the implementation of high-quality patent development programmes. The potential of traditional industries must be exploited not only in the cultivation of new and emerging industries。
Fourth is the promotion of the “precision of the use of patents by industrial enterprises”. Lessons should be learned, priorities identified and the best institutions and enterprises identified。
Fifth is the promotion of enterprise patent pledge financing. We need to use good policies to do good。
Sixth is the creation of a model intellectual property unit. The creation of intellectual property demonstration parks and demonstration enterprises needs to be further strengthened。
Seventh is strengthening intellectual property protection. The work needs to be more productive, and it needs to be combined with practical monitoring and the creation of surveillance features。
Eighth is the promotion of a culture of intellectual property. Intellectual property education training needs to be further strengthened through the implementation of the “four steps” initiative。
Ninth is to strengthen the use of intellectual property service platforms and deepen cooperation with high-end service providers。
Ten is the creation of provincial civilisation units. It is important to build on the experience of the provincial directorates and continue to work to sustain achievements。
The 11th is serious about building party integrity。
The establishment of a mechanism to oversee the implementation of the work is the twelfth. Oversight and appraisal systems should be established。
Two requests
The director also made two general requests around 2018:
The first is that the work should establish a quantitative mechanism, that the work carried out by the whole organization must be quantified and that the province should be further upgraded。
The second is that work should advance dynamic management mechanisms that translate work assignments, progress of work into weeks, months and quarters。
