Regional and municipal education boards, higher education institutions:
In order to reward units and individuals that have achieved educational results in teaching practice, reform and research, to act as leading incentives for educational results and to promote quality educational development, in accordance with the state council regulation on the incentives for teaching results (state council decree 151) and the circular of the office of the provincial government on the issuance of the incentives for teaching results in jiangsu province (dps) [2013] in 2021, my province will continue the process of evaluating the teaching results of jiangsu province. The following information is provided。
Principles of selection
The evaluation process of the jiangsu provincial prize for educational achievement is based on four principles: firstly, to maintain the right political orientation, to fully implement the party's educational guidelines, to implement the fundamental tasks of the liddh people, and to highlight the orientation of the socialist builders and successors in the comprehensive development of the moral and intellectual capacities. The second is to maintain the focus on improving the quality of human development and to deepen educational and pedagogical reform, highlighting strategic, practical and innovative approaches. The third is to insist on favouring the first-line teachers who have a long-term education, to motivate them to teach their children and to guide the best people through their life cycle. Fourth is to uphold openness, fairness and impartiality and to ensure that the results of the selection are scientific, objective and effective。
Scope of incentives
The awards for the present teaching results are divided into three categories: basic, vocational and higher education. The categories of basic education include pre-school education, compulsory education, general upper secondary education, special education, vocational education, secondary vocational education, higher vocational education (including five-year higher vocational education), and higher education, undergraduate and postgraduate education。
The declaration is addressed to all schools and teachers at all levels in our province. Significant results can also be reported by scientific and training departments and researchers at all levels. The people's governments at all levels, as well as their working departments and staff, are not permitted to declare themselves。
Iii. Qualifications for selection
Teaching results refer primarily to the important results achieved by schools and teachers at all levels and in the reform and practical exploration of teaching and learning, including curricula, teaching, evaluation and resource-building, with three levels: principal, first and second. The following conditions are required for the declared educational results: firstly, they are of outstanding human value and orientation, they are advanced in terms of education, they are in line with educational development patterns, school teaching patterns and students ' physical and mental growth patterns; secondly, they are innovative, practical and operational in nature, they represent a breakthrough in the major theories and practices surrounding pedagogical reform, construction and development, they are original, integrated and they are tested for educational practice over a period of time, with clear results; thirdly, they are exemplary and guiding, they have a high degree of recognition and have a positive impact in the province。
Number of awards
(i) number of awards. The jiangsu provincial prize for teaching results is selected once every four years, with three levels: principal, first and second. No more than 400 prizes in the basic education category and no more than 40 prizes in the first category and no more than 120 prizes in the second category; no more than 300 prizes in the vocational education category and no more than 20 prizes in the first category and no more than 80 prizes and no more than 200 prizes in the second category; and no more than 250 in the higher education category, no more than 30 prizes and no more than 80 prizes and no more than 140 prizes in the first category。
(ii) recommended places. The recommended places can be found, respectively, in the guidelines for the declaration of educational results in basic, vocational and higher education. In addition to the names specified in the declaration guidelines, teacher-training colleges and colleges may declare additional awards for basic education results, in principle no more than three undergraduate colleges and no more than two undergraduate colleges, and undergraduate colleges that undertake programmes for the integration of modern vocational education systems or stand-alone admissions for graduates of corresponding secondary vocational schools, as well as vocational education-type results related to the development of technical skills and the development of advanced technical skills in the long-term system, which do not exceed two per school. The same outcome cannot be reported across categories。
V. Declaration requirements
(i) the results are done by the unit, not more than three in principle; the results are done by the individual, not more than five in principle and the special circumstances may be relaxed as appropriate. The results of the teaching work carried out jointly by two or more units or individuals are applied for jointly by the participating organizations or individuals, and the number of places declared is the number of places recommended by the first completed unit or the first completed unit。
(ii) the key implementers of results should be directly involved in and contribute to the entire process of programme design, validation, research and implementation of results. The main unit for the completion of the results should be the unit where the main person for the achievement of the results is located, making a major contribution throughout the process of programme design, validation, research and practice of the results。
(iii) all declared educational results should be tested in practice. The time of examination refers to the time when the teaching results are officially implemented or tested, and does not include time for discussion or argument. The practical test of this year's award for teaching results was completed on 30 june 2021。
(iv) in order to achieve a wider demonstration of excellence in teaching, the declaring unit and the completion party must sign a declaration of authority in the declaration and agree to authorize the administrative authorities of jiangsu province at all levels of education and the relevant schools to disseminate the results in the event that they are awarded a provincial prize for educational achievement。
(v) projects that have received provincial and higher awards of educational achievement are not subject to duplication, and awards that are higher than their original levels can be declared if there have been significant breakthroughs or advances in recent years that have had a significant impact throughout the province。
Vi. Review procedure
(i) recommendation at first instance. Higher education institutions in all regions organize first-instance expert trials on the basis of recommended limits and recommend them to the provincial review board for merit. Before reporting, the results of the declaration are publicized in the unit for at least five working days。
(ii) submission of materials. The results of the education declared by the secondary school and the teacher are submitted by the school to the regional municipal education board, which is located in the district and recommends them to the provincial education department on a merit basis. The results of the studies declared by the higher education institutions are, after selection, reported directly to the provincial education department. Specific reporting requirements can be found in the guidelines for the declaration of educational achievements in basic, vocational and higher education。
(iii) online applications. On the basis of a public request from the provincial government, each of the regional and municipal boards of education and higher education institutions was requested to enter the “online business” section on “education in jiangsu” (http://jyt. Jiangsu. Gov. Cn/) from 15 to 30 september, to make a centralized online application for the 2021 jiangsu province award for educational results。
(iv) dissemination of results. The department of education of the province will publish on the website “education for jiangsu” the names of the results of all declared projects, their main authors, for a period of 30 days. A review of the outcome projects that have been publicized without objection and whose objections have been resolved within the specified time frame is organized by the department of education. In the case of false claims, the declaration is disqualified once proven。
(v) evaluation by the jury. The provincial education department has formed the general committee for the evaluation of the prizes for educational results in the province (cge) and the sub-committee for the evaluation of the prizes for educational results in basic education, vocational education, and higher education. It is responsible for receiving material and initial evaluations for the respective categories of educational achievement awards, making proposals for award-winning projects and award levels, and publicizing the results on the “education jiangsu” website for five working days. The committee is responsible for reviewing the results of the initial evaluation。
(vi) approval for publication. The principal prize for teaching results project is approved by the provincial government and the first and second prizes are approved by the provincial education department and published in a single letter from the provincial education department。
