Focusing on the transformation of results, extending the value of activities, using competition as an opportunity to promote results to the day-to-day work and the social level, helping to build a network of rule-of-law governance communities in which society participates by selecting cadres, producing learning manuals and facilitating the exchange of experiences。
Effectiveness of measures
(i) explicit approach to the development of a chain-wide organizational security system
One is the foundation of the selection process. The event lasted six months, after the three phases of “full learning, municipal competitions, final competitions”, and achieved full coverage in 11 municipalities (states) and related areas throughout the province. (iii) significant results in achieving multidimensional value enhancement

Experience
(i) political leadership is fundamental and must be firmly thought-out root
Cyberspace is the main arena for ideological struggle, the main battlefield, the front line, and cyber-rule of law-building has a distinct political identity. It is only by firmly maintaining the right political direction and by placing party leadership throughout the entire process of organizing, designing and disseminating competitions, that activities can be ensured at all times in the service of national cybersecurity and informatization and in the service of the overall revitalization of the development practices of jilin. In the future, political leadership must be continually strengthened by combining web-based rule of law education with learning to follow the innovative philosophy of party implementation, by leading a broad spectrum of cadres to understand the importance of network-based rule-of-law building and by strengthening “four consciousness”, “four confidence” and “two defence”。
(ii) maintaining synergy as a key path and the need to work together
Networking rule-of-law is a systematic undertaking involving a number of aspects, including legislation, law enforcement, justice and legal literacy, requiring a number of sectors and areas of synergy. During this competition, the provincial council, the office of the ombudsman, in close collaboration with the provincial department of justice, coordinated the resources of the various parties; the various local offices of the ministry of information and communication worked together to ensure that the activities were effective; and the public security, education and other agencies participated actively, creating strong synergies. It has been proven that only by breaking the “one-size-fits-all” model of work and creating a “party leadership, government responsibility, social synergy, public participation” governance will it be possible to consolidate the comparative resources and improve the effectiveness of the work and promote a shift from “sectoral behaviour” to “social governance”。
(iii) maintaining innovation driven as a source of dynamism and the need to reach people's needs
Traditional models of legal literacy are often characterized by problems such as “dry content, single forms and poor results”, which are difficult to adapt to the demands of the population for education on the rule of law in the new era. The competition is driven by innovation, close to people in content and form and to reality. On the subject of online fraud, disclosure of personal information and protection of minors, which focus on the public's concerns, the formal approach is to transform the work of the law from “passive acceptance” to “active participation” in the form of popular pleasures such as competitions, dramas, expert readings and interactive questions and answers. Practice has taught us that web-based rule of law education must be based on a people-centred approach to development, a precise understanding of the legal needs of different groups, a digital, rejuvenation-based and scenery-based dissemination approach, and a legal text that “lives up” and truly enters popular life and integrates into daily work。
(iv) adherence to results transformation as an end goal and the need for service governance practices
The core value of the competition lies not in the “win or win” but in the “win or lose” that promotes the transformation of learning outcomes into governance effectiveness. In this competition, we focus on combining competitions with day-to-day work and social governance. Through competitions, we will build up the capacity of the workforce, spread legal literacy, and spread good experience. Only by insisting on “learning together, learning together” and translating the outcome of the competition into institutional mechanisms, working methods and governance effectiveness can the important role of web-based rule of law education be truly realized in modernizing national governance systems and capacities。
The construction of the rule of law on the internet is not a day-long process, and it will take long and sustained effort. This competition is an attempt by our web-based rule-of-law education, which is expected to be further developed and effective by adapting the optimization strategy. Next, we will use this competition as a new starting point to build on good experiences, continue to deepen web-based rule-of-law education, continuously enhance the functioning of the province-wide web-mail system in accordance with the law, bring together the strong synergies of society-wide participation in network governance, and work hard to build a higher level of peaceful and rule-of-law jilin, thereby contributing significantly to the development of jilin's high-quality development and a new and greater contribution to a new breakthrough in overall revitalization
