Over the past five years, regional and sectoral deployments under the central party and the state council have made a solid contribution to the reduction of carbon in energy conservation in society as a whole, with notable results, and the goal of reducing the intensity of energy consumption and carbon emissions throughout the country has been successfully achieved. It is also important to note that the current situation with regard to energy conservation and carbon reduction remains critical, that the country's energy structure has not fundamentally changed with regard to coal, industrial structure and environmental constraints, that the share of fossil energy and traditional industries remains high, that the foundations for a stable ecological quality are not well established and that the overall green transformation of economic and social development still faces difficult challenges。
In this context, higher levels and higher quality of energy-efficient carbon reduction are not only central underpinnings for achieving carbon peaks, but are also necessary options for maintaining national energy security and promoting industrial upgrading. In fact, the reduction of carbon from energy conservation is not simply a “mitigation” approach, but rather a more high-quality growth underpinned by lower resource consumption, further enhancing industrial competitiveness and development advantages。
The carbon-saving and green transformation needs to be promoted in concert. The integrated approach to carbon conservation is linked to policies such as industrial planning, capacity regulation, strengthening of incentives for carbon conservation and upgrading standards, supporting the use of digital and green technologies to upgrade traditional industries, strong and effective management of energy-intensive and high-emission projects, strong development of green low-carbon industries and the development of new green dynamics for economic and social development. At the same time, we must address the relationship between energy conservation and carbon reduction and energy security, accelerate the construction of new energy systems and continuously increase our energy self-sufficiency。
Energy conservation in priority areas needs to be accurately deployed. The industrial sector needs to focus on key industries, such as steel, colour and petrochemicals, in order to improve overall energy efficiency in the industry; the construction sector needs to be rigorous in building energy efficiency management and actively promote carbon conservation in established buildings; the transport sector needs to be vigorously developed in railways and waterways, with sustained improvements in road transport efficiency and greening, and green transport infrastructure; and digital infrastructure, as a new growth point for energy consumption and carbon emissions, needs to support the development of low-carbon green, intensive cycle computing facilities to increase renewable energy consumption and the recycling of excess thermal resources through energy conservation。
It is important to strengthen the support for energy conservation and carbon reduction. To accelerate the revision of laws and regulations, such as the energy conservation act, to improve standards such as energy consumption and carbon emissions limits in priority sectors, and to strengthen the security of the rule of law; to complement policies that fully unleash the investment-led effect of the government and actively play the role of “market hand” and improve price policies such as differentiated electricity prices; to support technology by strengthening key core technical barriers and improving the green technology innovation system; and to build capacity in key sectors and areas for carbon conservation and to provide strong support for carbon conservation。
It should be noted that carbon conservation is not a “one-way play” in a few industries, but rather a “singing together” that requires the participation of the whole community.
