In response to a question from journalists, yang zelong, deputy secretary-general of the mandarin street labour committee, stated that in recent years, in order to raise the level of governance of the party-led neighbourhoods and safeguard the legitimate rights and interests of owners, a study had been carried out on the opinion on strengthening the management of public gains in housing subdistricts in the bailiwick; a workshop had been set up, with community ownership as a whole; a public revenue desk account had been set up in 192 subdistricts; and three models of “new revenue” “receivables from the unified operation” of the social accounts administration court had been designed, depending on the size, type of proceeds, to regulate the use of the process so that the “disorder” would become “clear money” for the benefit of the people as well as for the people。
The management model has been successfully applied in the pilot district, the community east silver garden, with the convening of a conference of owners, the issuance of district electoral statutes and the establishment of a district property management committee, led by the community party committee and the sub-district party branch. Through renegotiating contracts with businesses, direct regulation and recovery of 134,000 yuan in proceeds, the installation of an additional 30,000 yuan in electronic advertising outside the house and an additional 30,000 yuan per year in building advertising, as well as the donation of 50,000 yuan by two owners for district gate maintenance, the construction of a district library and 10 functional service scenarios. The size of the subdistricts has improved and the satisfaction of the population has increased significantly。
On 7 september, on the street of mandarin, an on-site boost of public revenues in the subdistricts was held, with the participation of representatives of the owners and property managers of the subdistricts. At present, all neighbourhoods have been fully cleared of public revenues, and two sets of priorities have been identified to advance communities, with overall impact at the end of october. Direct additional funds of more than $800,000 per year are expected to be made available for the sub-regions, and more than $2 million are expected to be used to leverage co-unit forces, social investments and contributions from owners。
As a next step, the mandarin street will continue to work on the construction of regional parties with a view to improving the population's indicators of well-being. It will continue to explore and develop innovative methods of management that will lead to multi-participants, property companies, community-building units and district-based enterprises in an effort to create a harmonious, trust-based and mutually supportive development that will build a happy home for the people。
