In order to follow up on the national and provincial requirements for the deployment of innovative entrepreneurship, the promotion of the `enterprise young-nam' initiative has gone a long way. In accordance with the national and provincial work arrangements for the event, the `future win' contest for the city of hua nam (hereinafter referred to as the `big game') for the 2026 entrepreneurship contest has been officially launched, and the project for the public recruitment of qualified entrepreneurs and entrepreneurial teams throughout the city has been announced as follows:

Iii. Competition organization
The contest is based on the “4+1” model, i. E. Four main tracks plus one special competition。
Main event: four tracks were set up around four entrepreneurship models: "technology and technology + entrepreneurship, industrial development + entrepreneurship, vocational skills + entrepreneurship, human needs + entrepreneurship"。
Special competition: youth innovation competition。
(i) main competitions
1. Science and technology outcomes + entrepreneurship: with the core objective of generating new quality productivity, strengthening original innovation and the key core technological barriers, targeting research and development by institutions of higher learning, research institutes, enterprises and institutions, as well as cutting-edge and leading forward scientific and technological achievements, to drive them from laboratories to markets, industrialized applications and commercialization value conversion, and technology-based innovative entrepreneurship projects with science, technology and innovation at their core。
2. Industrial development + entrepreneurship: with the central objective of optimizing traditional industries, nurturing new and emerging industries and future industries, it is oriented towards entrepreneurial projects that are based on a specific industrial base and development needs, a coordinated development upstream and downstream of the enabling industrial chain, focusing on industrial transformation upgrading, high-end, greening development, and contributing to the enhancement of industrial value and ecological construction。
Vocational skills + entrepreneurship: the core objective is to build a virtuous closed circle of `entrepreneurship-driven training, training for upgrading skills, skills enabling entrepreneurship', which is geared towards providing professional training based on their own professional skills or local labour brand resources, or focusing on skills upgrading, creating niche skills-type service brands, and skills-driven entrepreneurship projects with the application of vocational skills as a core orientation。
4. People's needs + entrepreneurship: with the central objective of expanding the supply of quality consumer goods and services, activating the new potential for consumption, addressing the concerns of people such as food and clothing, health care, education, old age, employment growth, and the creation of entrepreneurial projects oriented towards the provision of easy, inclusive, quality solutions that combine the attributes of human services with the potential of market development, through innovative consumption scenarios for living services, leading and driving consumption upgrading。
(ii) youth innovation competition
For young people, mainly graduates of our higher education institutions (including technical colleges, technical colleges) there are numerous types of projects, innovations in technology, products, models, etc., and complete business plans。
Iv. Conditions for participation
All groups of entrepreneurs over the age of 16 are eligible to participate in the competition. The project is located in the city of huainan and projects with a state background are not allowed to participate. Only one track may be selected, depending on the circumstances of the project, for registration and may not be reported simultaneously。
(i) main competitions:
1. As of 30 april 2026 (excluding it), enterprises registered in the market supervision administration (civil administration) and under five years of age, individual entrepreneurs, private non-enterprise units, professional farmers ' cooperatives, family farms, etc。
2. The participation in the competition is in line with national laws and regulations and national industrial policy, operating regulations, good social standing and the absence of intellectual property disputes and other poor records。
3. The participating projects have innovative products, technologies or business models, are the same subjects and operate independently。
4. The project has strong growth and employment-led potential。
5. The contestants shall be the founders of the project or members of the core team。
(ii) youth innovation competition:
1. As of 30 april 2026 (excluding) no business start-up team has been registered with the market supervisory authority (civil administration)。
2. The first founder of the project shall be a group of young people between the ages of 16 and 35。
3. Participation in the competition is in line with national laws and regulations and national industrial policy, and there are no intellectual property disputes and other undesirable records。
4. The project is innovative in its product, technology or business model and belongs to the same subject。
5. The project has strong growth and employment-led potential。
The contestants shall be the founders of the project or members of the core team。
V. Organization of the course
(i) project registration and accreditation
1. Registration time: in principle, no later than 30 april。
Registration mode: registration and submission of the corresponding registration material online after registration through the network of contestants, anhui province business service cloud platform (http://www. Ahcy. Gov. Cn)。
3. Registration materials: project proposals (including project profiles, innovation highlights, key technologies, core teams, market prospects, marketing strategies, financing needs, feasibility analysis, etc.) and other materials (e. G., business qualifications, patents, awards, etc.)。
4. Qualifications: the district (district) people's social services carry out the qualification of projects registered within their jurisdiction on the basis of the conditions and requirements for participation。
(ii) the county stage
1. Timing: in principle, no later than 15 may。
2. Organization: selection and recommendation, mainly by means of a project live road show, in conjunction with a centralized expert review。
(iii) municipal phase
1. Timing: late may 2026 (time and place to be notified)。
2. Format of the competition:
(1) municipal re-election: a comprehensive evaluation of the commercial proposals and other submissions (e. G., qualifications, patents, awards, etc.) is conducted in the form of a closed review of the proposals. The main municipal committee will determine the promotion to the municipal finals in accordance with the ranking of achievements in this chain。
(2) municipal finals: 8+5 live road shows (i. E. 8-minute ppt presentation + 5-minute question and answer) in which contestants perform ppt presentations in the order of drawing lots and participate in expert defence. The final score for the competition is the final score for the municipal finals, and the first, second and third prizes will be awarded by the municipal organizing committee based on their ranking。
Vi. Evaluation standards and rules
Guided by the theme “creating new quality productivity, expanding new employment spaces and promoting full employment of good quality”, the focus is on the ability of enterprises to generate employment, the scope and quality of direct and indirect employment generated by projects, the inclusion of priority groups in employment, the labour environment and labour relations of enterprises, and the development space provided to workers. At the same time, it looks at the innovative orientation of the project, the integration of entrepreneurial team capacities, the development of the current situation and prospects for the future. With regard to the core positioning of the main race tracks, the differential study project has had effects in terms of the transformation of scientific and technological achievements, industrial integration development, vocational skills empowerment and meeting the needs of the population。
Vii. Incentives and enabling policies for competition
(i) awards
1. One first, two second and three third prizes will be awarded for each of the main competitions, and the award of trophies, certificates and corresponding prizes will be awarded for the winning items。
2. The grand prix is awarded several prizes for outstanding organizations, which are awarded to county-level competition organizations to launch strong, multi-voting, socially influential and productive district-level competitions。
The municipal organizing committee of the grand prix will select the number of seats for the contest and the ranking of the results of the municipal competitions in accordance with the department of the “future winner” 2026 enterprise anhui。
(ii) enabling policies
1. The project for the promotion of municipal competitions is integrated into the main competition project bank and is continuously promoted through the yun platform for entrepreneurship services in the city of huainan, to increase the visibility and impact of the project and help match funds and market resources。
Priority is given to recommending eligible award-winning projects to special training camps for the “new badge of the future” and to professional entrepreneurship guidance。
Award-winning projects can ease the conditions for applying for a guaranteed loan for start-up and give priority to financial support, campusing, incubation training, etc。
