With a view to following up on the 20th and 20th plenary sessions of the party, the following disciplinary requirements have been communicated:
I. Enhancing political position and responsibility
The grass-roots party organizations, units and departments must carry out their duties in a comprehensive manner. They must further study and follow up on the important ideas of the general secretary xi jinping regarding the construction of the party's own revolution. They must take into account the requirements of the eight central guidelines for spiritual education, and they must strengthen the daily education of the teaching staff. The main party leaders are expected to fulfil their responsibilities as “first-accounters” and the members of the team are strictly committed to their “one-stop duty”, taking the lead in promoting a new culture, self-resisting against evil, leading to a clean school with a good party style, and consolidating the success of the outreach culture。
Ii. Tight rules of discipline and prohibition
All party cadres and teaching staff must strictly abide by the provisions of the regulations on discipline of the communist party of china (cpc) and the eight provisions of the central government. They must firmly oppose all forms of malice, especially with regard to the special features of the festivals, and must refrain from the following violations:
(i) the use of buses, public funds and objects for private grave-sweeping, rituals, play, visits to relatives and friends is strictly prohibited
(ii) it is strictly forbidden to lecture in rituals, to exalt, to spread waste, to engage in any form of superstition or cheap rituals
(iii) public hospitality dinners, alcoholics, gambling and gifts are strictly prohibited in the name of thought fairs, tea parties, sorority, etc.
(iv) the irregular payment of allowances, subsidies, bonuses, in-kind and various shopping cards
(v) participation in any form of gambling and in activities that are incompatible with their functions and identities is strictly prohibited
(vi) it is strictly prohibited to organize weddings and funerals in violation of the rules, or to do so in batches and multiple locations in a zero form, taking advantage of the opportunity to make money
(vii) strict observance of traffic regulations and firm determination to put an end to offences such as drunk driving
(viii) prevention of formalism, bureaucracy and other problems that increase the burden at the grass-roots level of meeting follow-up meetings, document implementation, and randomly sending missions to the grass-roots level and repeating requests for material。
Iii. Strengthening oversight and responsibility
The school disciplinary committee will exercise due diligence in carrying out its supervisory duties, maintaining a strict tone, strict measures and a strict atmosphere, focusing on the old problems and new manifestations of the four winds, in particular the phenomenon of invisibility, and increasing the level of monitoring and inspection during holidays, using a combination of special inspections, random spot checks and unannounced visits. The channels of reporting are open to the public, to monitor the signs of “four winds” observed during the holidays, and to follow up and inform the public. Any lack of accountability and oversight that results in “four winds” and negative effects during festivals within the jurisdiction will lead to serious accountability of the party's organizations and leadership cadres, and will continue to send a strong signal of full seriousness and integrity。
