The national intellectual property masters and 100 high-level candidates for the intellectual property talent project are on the scene
On 17 december, a review of 100 high-level candidates for intellectual property development was held in kyoto. At the review, 30 assessors from management, scientific research institutes, social associations, higher education institutions and enterprises were evaluated in a centralized manner, resulting in the selection of 127 intellectual property leaders and 120 high-level candidates. The director of the national intellectual property authority and director of the review board stated at the review session that the development of the intellectual property workforce should be promoted in an integrated manner, with a view to further encouraging and supporting high-level talent to be at the forefront of planning for development, leading development and providing intellectual support and human security for the building of a strong intellectual property power。

The national intellectual property authority has always attached great importance to talent work and has developed and implemented the “twelve five” plan for intellectual property talent. At present, the country has basically developed a four-tiered, five-level horizontal, well-structured intellectual property workforce. The number of intellectual property professionals in all categories in the country has reached more than 80,000, twice as many as in the 11th and 5th periods, with more than 300,000 intellectual property practitioners. But we should also see that, during the critical period of our country's acceleration in building innovative and intellectual property power, the intellectual property talent needs to be further expanded, its structure needs to be further optimized and its level further upgraded。
In the context of the work on intellectual property talent in the coming period, particularly in 2015, it has been emphasized that the first is the careful design of an intellectual property talent programme for the 13th and 5th periods, based on a summary of intellectual property talent for the 12th and 5th periods, with a view to bringing intellectual property talent to a new level. The second is to build a high-level intellectual property workforce based on intellectual property power. Since the beginning of this year, we have proposed the creation of a world-class intellectual property power with chinese characteristics, which requires that our intellectual property talent be equally international and knowledgeable about china's national situation. Thirdly, it is necessary to make real use of good talent to do what is best. The support and leadership role of high-level talent should be fully utilized, and the participation of high-level talent in the country's major science and technology economic activities should be further encouraged and supported, as well as in important intellectual property policy-making, project implementation, reform promotion, subject research, etc., providing a platform for talent development at high levels and providing strong support for the development of national and regional economic and social development, particularly intellectual property。

It is known that, under the programme for the implementation of the high level talent in intellectual property (2011-2015) and the programme for the implementation of the ten million intellectual property talent project (2011-2015), some 200 leading military officers and some 200 100 high-level candidates have been selected during the 12th five-year plan. Prior to this, the national intellectual property authority (inip) conducted a selection of leading military officers and 100 high-level candidates at the end of 2012 and 2011 respectively.
