The plan states that by 2030, food security will be firmly anchored, agricultural quality efficiency and competitiveness will be improved, the gains from poverty eradication will be consolidated and expanded, agricultural science and technology will be self-sustaining, and significant progress will be made in transforming agriculture into a modern sector, the incomes of farmers will continue to grow more rapidly, construction will be accelerated in both rural and urban areas, new breakthroughs will be achieved in rural and urban integration, and tangible results will be achieved in high-quality agricultural rural development. The plan has seven development tasks. The first is to enhance integrated agricultural production capacity and quality efficiency, to ensure production capacity, production ecology and production growth, and to promote the optimization of agricultural supply structures and quality efficiency. The second is to build on the gains of the scaling up of the fight against poverty and to ensure that there is no return to poverty on a scale. Thirdly, there has been a major breakthrough in the development of new quality agricultural productivity through the strengthening of agricultural science and technology and equipment. The seventh objective is to improve the effectiveness of policies to benefit and enrich farmers, improve agricultural and rural input mechanisms, and firmly promote rural reform and the development of rural manpower。
The plan deploys major projects such as high standard agricultural land, conditions for agricultural scientific and technological innovation, storage of cold chain logistics facilities, major works and actions such as large food development, “advanced intelligence+” agriculture, upgrading of agro-processing industries, rural modern living standards, identifying important policy initiatives such as the establishment of a sound system for monitoring normalization against poverty, the launching of a new round of agricultural resource surveys and zoning, and the development of new and future industries in the field of agriculture, and calls for sound mechanisms to guarantee successful planning。
