Improving the quality of law papers and, consequently, the success rate of written articles is an issue of great concern to many authors and an urgent challenge. It may also be said that it is the question of the “graceful” of many authors. How to increase the number of hits on law journals? In the light of years of experience with journal editing, the author tried to share experiences from the perspective of the reasons for the low hit rate of author contributions and the pathways and methods of improving publication success。
What's the low hit rate? In the case of modern law, where authors have long been involved in editing, the rejection rate has been around 97 per cent. As of september of this year, modern law has received about 1,500 copies through the china network co-authoring system platform, with an average of 14 copies per week, 42 copies being shared during the first half of the year and a 3 per cent adoption rate. It is also understood that the success rate of other similar journals is not encouraging. In the first half of this year, a number of law journals launched or prioritized by the network were scheduled to be published early next year, as were some core periodicals and general journals of the humanist society. It is clear that the low suicide rate is an objective and widespread phenomenon。
Reason for the low hit rate
What's the low hit rate? According to the author, there are four main reasons:

Imbalance between supply and demand. On the one hand, the volume of the papers is high and the need for authors to publish is strong. The elimination of “paper-only” is not an absence of papers, but the publication of papers remains “just needed”. Academic research needs to move forward in communication and sharing. The publishing mechanism is both an important academic exchange and an academic evaluation support mechanism, and its existence is reasonable. On the other hand, there is limited coverage of periodicals. The limited availability of publishing resources and the selective nature of academic evaluation activities add to this tension between supply and demand. At the same time, periodicals are increasingly demanding, such as impact factors, which make editors need needles and filter topics that may be of greater interest to their current audiences. This makes it difficult to eliminate the imbalance between supply and demand, although it can be mitigated by improving and optimizing publishing mechanisms。
Calculates a standard deviation. For the “top” and “core” periodicals, while the rate is indeed low, it is not too low in terms of total scientific output and publication. Computation of 15 per issue of the country's more than 6,000 academic journals (predominantly bi-monthly), 540,000 papers are published annually, and the number of papers published annually, if added to the academic collection, is higher. At the end of 2020, according to data published by the ministry of education, the total number of students studying in the country was approximately 2. 9 million, plus the blue book of higher education: china's higher education development report (2020-2021), which published about 1. 74 million full-time teachers in ordinary higher education institutions, which can be estimated at about 1 in 10. Since the implementation of the general programme for the further evaluation of education in the new era in 2020, significant efforts have been made to eliminate the practice of “thesis-only” and to eliminate the requirement for graduate students to publish their papers, thereby alleviating to some extent the problem of “the difficulty of publishing”, further reducing the number of “the need” to publish them, and further increasing the publication rate of periodicals. As a result, it may be more accurate to calculate the use of periodicals on the basis of actual demand。
Inadequate estimation methodology. The low drop-off rate may be more pronounced than for ordinary authors. Some authors are significantly more likely to use manuscripts than ordinary authors because of the manner in which they are handled, for example. For most periodicals, however, a significant portion of the edition is left to the author. The higher the rank of the journal, the lower the number of hits, the higher the number of hits as it decreases. Of course, the higher the quality of the manuscripts, the higher the chances of their delivery. It is worth noting that, when the quality of the text is relatively certain, the contributing strategy becomes a key factor influencing the success of the submission. Therefore, the quality of the text and the strategy of the contribution are one of the decisive factors influencing the delivery rate。
The author expects too much. Currently, the demand for publications in academic journals is mainly based on merit evaluation, the completion of the subject and the attainment of a doctoral degree, and is mainly aimed at core periodicals, whose publication mechanism has not yet been completely replaced by the system of representation being established. The problem, however, is that many of the papers awaiting publication do not meet the requirements of high-level periodicals, and it is not possible for the author's papers to wait until they fully meet the quality requirements, and many always look forward to publishing their papers in higher-level journals. At the same time, there are academic journals that tend to publish papers with high titles, high academic qualifications and high-impact persons, thus creating the issue of “difficulties” in their publication。
Path to improving the success rate of the publication of the paper
Improved quality of papers is considered an effective way to improve the success rate, and the use of scientific input is key to improving the success rate。

The first is the question of effective pathways for writing. From 21 to 22 august 2018, the general secretary of xi stated at the national conference on advocacy and ideology: “countries must constantly acquire new knowledge, become familiar with new areas, develop new horizons, strengthen their skills, strengthen their research and research, and work to create a political, intellectual, intellectual, and intellectual community of ideas that is strong, innovative and successful.” this provides important guidance for high-quality academic papers. In conjunction with the practical experience of editorial publishing, the author proposes the following path for improving the production of high-quality papers and their success:
Increased foot strength. Legal disciplines are highly practical and require in-depth social practice, extensive communication and statistical research. High-quality scientific research can be produced only through practical research, which will be based on practice and will be based on practice, and will be based on a social survey. It is very difficult to publish a paper that is made out of personal interests alone, behind closed doors, subjective assumptions, and empty space。
Increased eye. Be good at observing. In the face of complex social phenomena, comprehensive, concrete and in-depth analysis is required. In order to “dotted”, it is not necessary to “dotted”, to prevent “basket-viewed research”; to analyse the problems identified, to analyse the specific problems, to be good at “dissecting sparrows”; and to observe investigations, to go to the grass-roots level and practice, to avoid the use of trachea, and to taste them lightly。
Improved “brain”. Writing is an innovative and practical activity that requires the creators to continuously enhance their ability to think and analyse issues, from the point of view of the phenomenon to the point of view, from the light, from the surface and from the surface. In the creative process, care should be taken to address the relationship between good phenomena and nature, between problems and direction, and between breakthrough and innovation。
Increased “written strength”. Emphasis is placed on improving writing skills, enhancing writing motivation, and securing the direction and intensity of writing. First, there must be a spirit of hard work, loneliness and perseverance. Secondly, it is important to take the writing direction. Based on individual knowledge structures and knowledge reserves, studies have been conducted in the context of discipline hot spots and front-line issues to find a breakthrough in the combination of the two. Again, keep your writing under control. For purely academic journals, for example, the theoretical value and academic content of the papers should be enhanced; for practical academic journals, the proportion of judicial cases, relevant data, legislative information should be increased; and in the case of comprehensive academic journals, the middle line should be followed。
The second is a scientific contribution. The "three senses" should be grasped when contributing: hierarchy, style, direction。

A sense of hierarchy. According to preliminary written observations, the top of the existing law journals are about 5 per cent, core journals about 20 per cent and general journals about 60 per cent. Other comprehensive academic journals, which contain manuscripts from legal disciplines, have essentially the same structure. As a result, the authors, in their contributions, have to choose different levels of periodicals, taking into account their own needs, and try to start with those that meet their own needs at the lowest level, so that the success rate is higher。
Style. We need to adapt to the style of the journal. Journals can be broadly classified as solid, innovative and one-stop-shop. This style is formed in terms of the range of topics selected, the subject areas, the type of problem, the methodology of research, the style of speech, the type of information, etc. The author could not be able to match the style of the journal in its entirety, but try to be as non-confrontational and as close as possible. Of course, the most effective method is to read and analyse the target journal of the contribution。
A sense of direction. The sense of direction includes disciplines, regions, institutions, etc. First, attention should be paid to the disciplinary orientation of the analysis and study of targeted journals. Inputs are targeted to avoid invalid submissions. But it is also a characteristic to be mindful of the lack of discipline. Second, there are general variations in the quality requirements of periodicals in different regions. For example, periodicals in regions with higher levels of economic and cultural development generally require relatively high quality. Some authors resort to a differentiated competitive strategy to “geographically differential” the search for their own journals。
In sum, the “publishing difficulties” felt by some authors are caused by a number of factors, in addition to supply and demand imbalances, computational criteria and statistical calibres, among others. Therefore, the author would have to solve the problem of “publishing” the paper by addressing his own problems. On the one hand, it is difficult to meet the higher quality of publication even if it is written “in a hurry” by paying attention to knowledge accumulation, observing analysis and writing. On the other hand, the suggestion to improve normal communication between authors and editors would also contribute to increased publishing opportunities. At the root, however, the issue of “difficulties” in individual papers can be addressed only if it is built upon and strengthened。
