In recent days, the centre for intellectual property protection of the city of nanning (hereinafter referred to as the “nanning protection centre”) has been informed that since 2025 it has been based on a public service function, with a full chain of intellectual property services as its focus, focusing on the two key elements of pre-privatization of patents, productive research and synergy of innovation, promoting the deeper integration of technological innovation with patent layouts and contributing to the construction of land transport rivers. Currently, npc has directed over 90 core technology patents from the panland rivers group, with multiple critical patents being applied and enhanced。
In order to refine the construction needs for matching works, the npc has innovatively established a “1+1+n” service model for “government synergy + class promotion + ecological linkages”. On the one hand, a “one-on-one” customized service provided by the “intellectual property commissioner” has been established with the panland river group in order to achieve a “zero delay” in business demand response; on the other hand, universities such as guangxi university and patent agencies have been mobilized to build an integrated ecosystem of “production and research suits” to provide full chain intellectual property support for construction. Npc closely follows the entire process of construction, develops a timeline and road map for intellectual property services, constructs a full-cycle service mechanism covering r & d-application-conversion-protection, digs deep into technological innovation points at the r & d stage, optimizes the patent pre-trial process at the application stage, enhances ipr risk assessment at the conversion stage, and provides ipr early warning services at the internationalization stage。
In response to the need for high-tech, high-proscribed patent protection, the npc uses patent pre-trial as a key booster, providing precision guidance on pre-trial pain points such as ipc classification number matching, new creative judgement, etc., through case profiling, standard interpretation, pre-qualification of materials, etc., and regulating the preparation of patent application documents to improve the quality of patent applications. At the same time, the innovation of pre-trial docking mechanisms and the optimization of the review process have reduced the normal two- to three-year patent review cycle to 72 days, a reduction of nearly 90 per cent。
Efficient patent pre-trial services promote quick impact of a core portfolio. Among them, the technique “a leak-stamping template for rock slopes” reduced single-time operation time by 30 per cent through innovative collage structures, cumulatively reducing the construction period by 87 days at a cost of more than $2. 503 million; the “a leak-detection device for water seepage on the slopes” resulted in a millimetre-level position of the leakage point, reducing the lead time for leakage by more than 40 per cent and the cost of double detection and refurbishment by more than $2 million; and the “atmospheric environmental monitoring equipment for cruises for the construction of a gate” reduced the cost of environmental restoration by more than 50 per cent, resulting in cumulative savings of $1. 2 million in operating costs and win-win environmental control and economic benefits。
In the area of synergy and innovation in productive research, npc focuses on high-energy innovative platforms such as the guangxi modern canal laboratory and the maester workstation, creating a “demand-led-joint attack-transformation” synergy mechanism that creates a virtuous circle of “problems from work to work” and accelerates the transformation of scientific results into construction technology. At the same time, the npc, which focuses on key areas such as construction processes and environmentally sound technologies, guides enterprises in the precise allocation of more than 90 patents and helps them to use the best policy dividends through regular policy advocacy and declaration guidance。
