The “human” dimension
Verification of personnel qualifications
Qualification methods: periodic inspection of employees ' professional qualifications, special operating certificates, etc., to check the validity of the certificate, the matching of the professional category with the actual job; check the entry and re-training records of new employees, and confirm that the training covers job security knowledge and operating skills。
Criticism: an employee is considered to be a security risk if he or she is not on duty without a certificate or if the certificate is expired without timely review and training records are missing。
2. Mental state observation
(b) method of screening: the head of the class meets in front of the class to examine the mental state of the worker and ask about his/her condition; to check, by means of monitoring, whether he/she has been unconscious, distracted, etc. During his/her work; and to communicate with the employee about his/her stress and emotional state。
Criticism: in cases of fatigue, low mood and slow reaction, which may affect safety at work, attention needs to be paid。
3. Inspection of the use of labour products
(b) method of screening: on-site inspection of the wearing of labour insurance supplies for employees, check whether the helmet is wearing a jaw belt, whether the seat belt is correctly high or low, whether the protective gloves are broken, etc.; test the quality certificate of labour insurance supplies to confirm that they meet national standards。
Criteria for determination: failure by an employee to wear the required items of labour insurance or a quality problem with the items of labour insurance or a lack of conformity with the model is a security risk。
4. Oversight of irregularities
Questing methods: installation of monitoring equipment at operational sites and scheduling of irregular visits by security managers; establishment of reporting mechanisms to encourage staff to monitor each other; and identification of high frequency irregularities through data analysis。
Criteria for the determination: the employees are found to have irregularities, such as fire, use of equipment, etc., that are deemed to be a security hazard。
Ii. "mechanical" dimensions
1. Daily check of equipment
Method of screening: development of equipment point checks to clearly check projects, cycles and standards; pre-dating daily operations of operators to check key parts of equipment, such as moving parts, lubricating systems, brakes, etc., and to record operational parameters of the equipment; maintenance personnel to conduct regular in-depth spot checks of equipment。
Criteria for judgement: a security hazard is deemed to exist when a spot check reveals loose, badly worn, abnormal operating parameters or incomplete check records。
2. Safety protection inspection
(b) method of screening: check the integrity of the protective devices, such as protective shields, barriers, limit devices, emergency brake buttons; test the features of the protective devices, such as pressing the emergency brake button, to see if the equipment can be stopped immediately; check if the protective devices are deformed or damaged。
Criteria for determination: the absence, damage or failure of safety protection is a safety hazard。
3. Equipment maintenance records verification
Method of screening: check the maintenance desk account for equipment maintenance to verify that the maintenance time, maintenance content is consistent with the plan; check the list of spare parts replaced during maintenance to confirm whether qualified spare parts are used; and inform the operator of the operational status of the equipment after maintenance。
Criteria: there are safety risks when equipment is not maintained as planned or maintenance records are maintained for forgery, post-maintenance equipment。
4. Monitoring of operational anomalies in equipment
Method of screening: installation of equipment operational status monitoring systems, real-time monitoring of parameters such as vibration, temperature, current, etc. Of equipment; examination of abnormal sound, abnormal heat, aerobics, etc. At the time of operation of the equipment by hearing, touching, smell, etc.; analysis of equipment operating data, comparison of historical data and determination of potential malfunctions of the equipment。
Criteria for determination: the operating parameters of the equipment are beyond normal range, or the occurrence of abnormal sound, heat, odor etc. Is a security hazard。
Iii. “method” dimensions
1. Material storage conditions inspections
The method of screening is to check the temperature and humidity records of the warehouse to ensure that the material storage environment is in line with the requirements; to see whether the flammable explosive material is stored separately and at a safe distance from other items; and to check whether the material is stored securely, at a high level, and whether there is a risk of collapse。
Criteria: material storage environments do not meet requirements, or are poorly stored, with risks of collapse, leakage, fire, etc., considered to be safety hazards。
2. Material marking and warranty period verification
Method of screening: checking the clarity and completeness of the markings on the packaging of materials, such as names, specifications, quantities, production dates, shelf life, etc.; checking the timing of input of materials to calculate the remaining shelf life; and marking the isolation of obsolete materials。
Criteria: missing, unclear or obsolete material, risk of use, safety hazard。
3. Hazardous chemicals management inspections
Method of screening: to check the conformity of the procurement, transport, storage, use and disposal of hazardous chemicals; to see whether the storage of hazardous chemicals is equipped with appropriate protective facilities and emergency relief equipment; to check the accounts of hazardous chemicals to ensure conformity。
Criteria for determination: hazardous chemicals management does not meet requirements, such as failure to obtain relevant permits, poor storage conditions, incomplete billing, etc., and safety risks。
4. Material quality sampling
Quality testing for random extraction of a certain quantity of material to check whether material performance indicators meet standards; examination of material quality testing reports to confirm that the results are satisfactory; and quarantine treatment of substandard material。
Criteria for judgement: material quality does not meet standards and input use may affect production safety or product quality and is considered a safety hazard。
Iv. "fact " dimensions
1. Security management system review
(b) method of screening: organization of a comprehensive review by professionals of the existing safety management system of the enterprise, to check whether it covers all production chains and jobs; to see whether the provisions of the system are in compliance with national laws and regulations and industry standards; and to assess its operationality and effectiveness。
Criteria for judgement: the absence of a security management system, incomplete content or inconsistency with laws and regulations, and lack of operationality are considered security risks。
2. Inspection of implementation of protocols
(b) method of screening: the physical operation of an observer worker to check the correctness of the operating procedure against the operating protocol; a test to check the level of familiarity of the staff with the operating procedures, through on-site questioning or theoretical examinations; and a check to see whether the operating procedures are displayed in the visible location of the operation。
Criteria for determination: the failure of staff to comply with the protocol or to become familiar with it, as well as its lack of effective publicity, are security risks。
3. Emergency preparedness and exercise inspections
Methods of screening: checking whether enterprises have developed well-developed contingency plans, including all types of emergencies such as fires, explosions, poisonings; reviewing the records of the emergency response plans and confirming the timing, content, participants, etc.; assessing the effectiveness of the exercises and analysing whether the contingency plans need to be revised。
Criteria for judgement: no contingency plan has been developed, or contingency plans are not regularly rehearsed, are ineffective, are not revised in a timely manner and there are security risks。
4. Security training programme implementation inspections
(b) methods of screening: inspection of the enterprise's safety training programme, checking the content of the training, the duration of the training and the clarity of the target audience; review of the training records, including the training sign-up forms, training packages, examination papers, etc.; and provision of information to employees on the effectiveness and benefits of the training。
Criteria for judgement: security risks are deemed to exist when security training is not carried out as planned or when training records are incomplete and ineffective。
The dimensions of the ring
1. Operational environmental clean-up inspections
Method of screening: check whether the site is kept clean and materials and tools are in order; check whether there are risk factors on the ground, such as oil pollution, water accumulation and miscellaneous materials, that can easily cause people to slip; check whether the tunnel is open and accessible。
Criteria for determination: discretion in the field of operations, blocking of access, risk of personnel slipping, tripping, etc., as a security hazard。
2. Ventilation and lighting inspections
The method of screening: check whether the ventilation equipment is functioning properly at workshops, warehouses, etc., whether the ventilation is working well and the concentration of harmful gases in the air exceeds the standard; check whether the lighting in the area of operations meets the work requirements and the lighting equipment is intact; check whether the emergency lighting facilities are complete and effective。
Criteria for determination: poor ventilation leads to the accumulation of hazardous gases or inadequate lighting, failure of emergency lighting and safety risks。
3. Site warning marking check
Method of screening: check whether the operational site has an appropriate warning sign in the hazard area, adjacent to the equipment, such as “cautionary electrocution”, “prohibited pyrotechnics”; check whether the warning mark is clear, accurate and the colour and shape conform to the standard; check whether the warning sign has been damaged and faded。
Criteria for judgement: the absence of warning signs, lack of clarity, damage or non-compliance with standards is not effective as a warning and is considered a security hazard。
4. Extreme weather response inspections
Method of screening: before extreme weather events (e. G. Storm, wind, high temperature, snow, etc.), check whether the enterprise has developed appropriate countermeasures; check whether the drainage system is functioning and whether facilities such as mine, wind, flood control, etc. Are in place; and check whether equipment and materials are protected。
Criteria for judgement: no extreme weather response has been developed, or response facilities are inadequate, protective measures are inadequate and safety risks exist。
