Great importance is attached to extra-party intellectuals, not only in their general intellectual role, but also in establishing the importance of their “think tank” as a “think tank” that takes a concerted and multi-pronged approach to the full exploitation of the group's intellectual resources, which can be assembled and amplified in a suitable manner, and to the creation of a true think tank that can contribute its due strength to social development and national reform。

At the same time, it is important for the integrated services to take advantage of the network of working relationships and to expand their working synergies with various units。
Use the platform to explore mechanisms. The professional and social activities of extra-party intellectuals are diverse, and the establishment of network-based channels of communication is one of the important tools for the integration of extra-party intellectuals. Based on their relatively open and dynamic social networks, they make full use of modern technologies such as the internet media to increase their outreach and social impact. Increased contacts and communication with representatives of this group, their access to information, information exchange, policy advocacy and general combat。
Science is used to maximize impact. It is necessary to promote the translation of the results of the research carried out by the extra-party intellectual think tanks so that their opinions and recommendations can serve as a reference for decision-making and maximize their role. To encourage extra-party intellectuals to set their research directions and projects in accordance with the needs of the actual situation, and to encourage their researchers to further explore the issue of transformation, to lay the foundations for scientific use and to seize this crucial link, in keeping with the principle of “man-made, talent-seeking, vision-expanding and stock-building” and to educate and develop representatives of extra-party intellectuals in a targeted and systematic manner. Focus on management to help grow. Focus on organizational management, adherence to standards, strict control and encouragement of extra-party intellectuals to form or participate in physical think tanks. Helping to develop and improve the integrated evaluation and performance system of the intellectuals outside the party, which will enable them to develop new areas and generate new results in self-education, self-management, self-service, self-regulation and self-monitoring. In this process, extra-party intellectuals will be helped to assert their political convictions, raise awareness of the general situation, organize motivated and thought-provoking extra-party intellectuals, direct or recommend them to various think tanks, and support them in forming professional think tanks in accordance with the relevant provisions, giving them policy advantages. At the same time, an authoritative system of evaluation has been established to evaluate their research results in a scientific manner and to enhance their social impact, thereby expanding their scope of activity。
