Following the approval in wenzhou last july of the establishment of the 12th rapid intellectual property rights centre in the country, yesterday the national intellectual property authority (inip) officially awarded a licence to the “raising intellectual property rights (ipr) centre in wenzhou, china,” which successfully entered the pilot phase. The centre has also become a national centre for the rapid protection of intellectual property rights in zhejiang province, following the establishment of the "quick response centre for intellectual property rights in hangzhou, china"。

Over the past three years, 34129 patent applications have been filed in the garment industry in zhejiang province, of which winzhou accounts for one third. However, the timing of the authorization period of the most recent half-year of visual design is not commensurate with the rapid renewal of industrial products and the difficulty of timely and effective protection of enterprise innovation design as an obstacle to industrial innovation-driven development. The acceleration of autonomous ipr approvals and greater protection of intellectual property rights in industry have become an urgent aspiration for industry enterprises. In march this year, wenzhou launched a declaration by the fast-track centre for the defence of intellectual property rights in clothing, which was officially approved by the national intellectual property authority on 13 july. Under the direction of the provincial intellectual property directorate, the wenzhou city science and technology bureau and the zhejiang institute of industrial and trade technology jointly set up the wenzhou (design) rapid defence centre for intellectual property rights in china。

Journalists are aware that the centre is currently the only fast-tracking intellectual property rights agency in the country for the garment industry, reducing the duration of patent authorization for cosmetic design related to the garment industry from half a year to 30 working days by establishing a fast-track licensing, fast-tracking and fast-tracking “green corridor” for the garment industry, and significantly reducing the length of the completion of patent disputes related to cosmetic design from six months to about one month. The establishment of the intellectual property circuit court at the centre for the defence of human rights by the intermediate people's court of winzhou, in conjunction with the third party platform for the “talk-to-talk” of intellectual property disputes in winzhou, has significantly reduced the cost of defending rights and increased their efficiency。
At the beginning of november, the fast-track centre had begun processing applications for business filings, and as of 11 november nearly 70 declared enterprises had been processed, and five patent applications for visual design had been pre-screened for three of them. As a next step, the centre will promote e-applications and on-line payment systems to guide garment businesses to use fast-track patent applications. In recent years, wenzhou has achieved fruitful results in strengthening the use and protection of intellectual property rights.
