Chinese daily newspaper journalist: as we all know, this is the year of admission to the national intellectual property strategy, which was launched in 2008, and would you like to ask if all the objectives set were met? As you have just described, we are currently in the process of developing a strategic framework for the intellectual property power in 2035. Please ask whether there have been any recent developments in this process and what arrangements have been made for its follow-up。

Since the adoption of the national intellectual property strategy framework in 2008, especially since the eighteenth anniversary of the party, and under the strong leadership of the party centre and the state council, our intellectual property enterprise has achieved great success thanks to the joint efforts of all parties. The goal set out in the platform for action to “make the country into a country with a higher level of intellectual property creation, application, protection and management” by 2020 has largely been achieved, mainly in the following areas:
The first is that intellectual property ownership has grown significantly, becoming a truly large intellectual property power. Between 2007 and 2019, the number of domestic (excluding hong kong/australian) patents on effective inventions increased from 84,000 to 1. 862 million, and the total number of effectively registered trademarks increased from 2. 353 million to 25219,000. The number of copyrights, new varieties of plants, geographical indications, integrated circuit layout designs, etc. Has also increased significantly. Core patents, well-known brands, quality copyrights, excellent new varieties of plants, etc. Continue to grow. This is an area where our ownership has grown significantly。

The second is that the use of intellectual property rights has been effective and has contributed significantly to economic and social development. As i mentioned earlier, in 2018, the value added by patent-intensive industries nationwide reached $10. 7 trillion, representing 11. 6 per cent of gross domestic product (GDP). In 2019, the total number of film studios in the country was 64. 3 billion, almost 20 times as high as in 2007. Total imports and exports of intellectual property user fees increased almost fivefold from $8. 5 billion in 2007 to $41 billion in 2019。
Thirdly, intellectual property protection is increasing and the business environment continues to improve. We have basically established a more comprehensive legal regime for intellectual property that is in line with the rules prevailing at the international level, with an overall enhancement of administrative and judicial protection, and a social satisfaction rate of 78. 98 points for intellectual property protection, which is at a good stage as a whole。
Fourth, there has been a marked increase in awareness of intellectual property rights throughout society, and the underlying environment has been strengthened. The public awareness of intellectual property strategies has risen from 3. 7 per cent in 2008 to 86. 3 per cent in 2017, a significant increase. Innovation development, brand consumption, knowledge payments, etc. Are becoming a growing habit, and the culture of intellectual property rights, which respects knowledge, embraces innovation and upholds good faith, is gaining ground。

Fifthly, foreign cooperation on intellectual property rights has expanded and deepened, with a marked increase in international influence. Currently, our country has developed intellectual property cooperation with more than 80 countries, regions and international organizations around the globe, becoming an important participant in international rule-making and global governance of intellectual property rights, such as the world intellectual property organization (wipo) and the world trade organization (wto). A growing number of chinese enterprises are also increasing the overseas distribution of intellectual property rights. The pct international patent application has been the highest in the world last year, and i have just issued the third highest number of international trademark applications submitted through the madrid system。
These achievements provide us with a solid foundation for the next steps towards building a strong intellectual property power.
