Rules for the implementation of emergency health contingency management
Chapter i general provisions
In order to regulate the management of emergency health preparedness, to improve the health emergency preparedness system and to enhance the scientific, targeted, practical and operational nature of emergency health preparedness, the present implementing regulations are based on the health emergency preparedness scheme, the beijing municipal public health emergency regulations, the beijing municipal general emergency response plan and the beijing municipal emergency response plan。
Second, for the purposes of this rule, a health emergency plan is a pre-established programme of work to prevent and reduce the occurrence of public health emergencies, to control, mitigate and eliminate the hazards to the lives and health of the population caused by emergencies, and to regulate emergency health emergencies。
Article 3 health emergency preparedness management is governed by the principles of science, integrated planning, classification guidance, hierarchical responsibility and dynamic management in accordance with the law. Based on relevant laws, regulations and systems, the lessons learned from critical incident response are consolidated, processes are streamlined, emergency response tasks are clear and comprehensive, responsibilities are precisely defined, force movement procedures are well regulated and emergency response measures are scientifically effective。
Article 4. The health and health administration is responsible for organizing and directing the development (revision) of health emergency plans。
Article 5. Health emergency preparedness departments and units shall, in accordance with the laws and regulations and related provisions, ensure that the nature, characteristics and potential hazards of emergencies are closely linked to the actual health emergency response, that the plan is properly defined and that it is more relevant, practical and operational。
Article 6 this implementing regulation applies to the planning, preparation, review, filing, dissemination, training, exercise, advocacy, evaluation, revision and supervision of health emergency plans at all levels of health administration and at all levels and in all health institutions. The management of health emergency plans developed by other grass-roots organizations, enterprises, social groups, etc. May be carried out by reference to these rules。
Chapter ii classification and content
Article 7. Health emergency plans include, inter alia, special programmes, sectoral plans and plans for health-care institutions at all levels. Health emergency preparedness should specify the organizational chain of command and responsibilities for emergency health emergency response, critical incident classification standards, emergency response measures and disposal processes, emergency safeguards, etc。
Article 8 - specialized health emergency plans are pre-defined work programmes for several sectoral responsibilities, such as health, in response to public health emergencies or in response to important tasks such as emergency medical relief。
Article 9 - sectoral health emergency plans are the work programmes developed in advance by the municipal and district health and health administrations, in accordance with their specific plans and sectoral responsibilities, to carry out emergency health emergency management. These include, inter alia, the prevention and control of sudden acute infectious diseases, health emergency disposal in case of sudden poisoning, health emergency disposal in case of nuclear, chemical, biological and radiological incidents, as well as planning for natural disasters, accident disasters, emergency medical relief in case of social safety incidents and post-disaster health emergencies。
Article 10 health emergency preparedness plans at all levels and in all types of health institutions are a pre-established programme of work for effective health emergency response in response to potential emergencies。

Article 11 health emergency preparedness at different levels should focus on each other。
Municipal health emergency plans focus on identifying organizational command mechanisms for emergency medical assistance for public health emergencies and emergencies, information reporting requirements, hierarchical response and response, procedures for the security and mobility of the workforce, and the duties of the relevant departments, with a focus on regulating the response at the municipal level, with guidance。
The sector-specific and sectoral health emergency plans focus on identifying organizational command mechanisms, risk assessment, monitoring of early warning, information reporting, emergency response measures, emergency coordination mechanisms, workforce security and mobility procedures for all types of public health emergencies and emergencies, with a focus on regulating district-level responses, reflecting the main functions of health emergency response。
Health emergency plans at all levels and levels focus on identifying health emergency response duty holders, risk hazard monitoring, information reporting, early warning response, emergency response measures, health emergency team composition, disposal process, resource availability, etc., reflecting rapid response, information reporting and pre-disposal characteristics。
Based on the health emergency response plan, the pre-positioning departments and units may develop on-site work programmes for the on-site management of emergencies, with a focus on clarifying the chain of command of the field organization, the division of the health emergency response force, the response to different situations, health emergency material and logistical security, and the work system。
Article 13: pre-programming departments and units should take stock of the operating mechanisms and patterns of different types and levels of pre-programming, focus on coordination of pre-programming organizational command structures, disposal processes, segregation of duties, ensure inter-operability of pre-programming and improve the targeting of pre-programming。
Chapter iii
Article 14 - health emergency preparedness departments and units shall prepare health emergency preparedness plans in accordance with the laws, regulations, regulations and health emergency plans of the people's governments at the same level and higher health and health administrations, taking into account their functions and the characteristics of public health risks in the region。
Before preparing a health emergency response plan, the planning department and unit shall organize experts to conduct public health emergency risk assessments and emergency resource surveys to inform the development of a health emergency response. The scenario-building approach could be used to identify response processes, streamline mandates and clarify accountability。
Article 16 - health emergency preparedness departments and units shall form a pre-planning working group with the participation of relevant personnel involved in the operations of the main sectors and units, experts and persons with on-site experience. The preparation team is chaired by the relevant head of the health emergency preparedness department or unit。
Article 17 health emergency preparedness requirements:
(i) comply with, inter alia, laws, regulations, regulations and standards
(ii) be consistent with the health emergency situation in the region, the sector and the unit
(iii) complete and complete essential elements
(iv) a clear chain of command and responsibility, mandate and division of labour among health emergency organizations
(v) the classification of critical incident warning and response levels is scientifically sound and clear
(vi) critical incident response processes and measures are scientifically effective, accountable and practicable and appropriate to the needs of critical incident prevention and disposal at the appropriate level

(vii) critical emergency safeguards are comprehensive and meet the health emergency needs of the region, the sector and the unit
(viii) the interface between the pre-project content and the related health emergency plans at the higher or the same level。
(ix) simplicity, in accordance with the requirements for the processing of correspondence by state and municipal administrations。
Article 18 should consult widely with relevant departments, units and experts in the preparation of health emergency plans. Where the responsibilities of other departments and units are involved, the relevant departments and units should be consulted in writing. When necessary, public opinion is sought。
Chapter iv review, filing and publication
Article 19 health emergency preparedness departments and units shall evaluate the health emergency preparedness plans prepared by the sector and the unit. The evaluators should include relevant departments, unit professionals, health emergency specialists and emergency management specialists involved in the health emergency response plan. The results of the evaluation shall form written observations。
Article 20. The preparation and evaluation of health emergency plans should be reviewed. Health emergency preparedness departments and units should provide pre-review units with relevant materials such as pre-testing, preparation of notes, acceptance of comments, internal evaluation. If, for reasons of confidentiality, such as confidentiality, there is a need to issue a pre-paid summary, a copy of which should be made available for review and clarification。
Article 21 health emergency preparedness reviews generally include a review of legality and professionalism, focusing on compliance with relevant laws and regulations, clarity in the division of responsibilities, legitimacy in the level of response, effectiveness of response and clarity in the disposal process. Where necessary, the pre-screening unit may organize legal, health emergency experts and the public at large to review the pre-screening as a reference。
Article 22: specialized health emergency plans are issued after review by the people's government at the same level; sectoral health emergency plans are reviewed and issued by the health and health administration and, if necessary, may be forwarded to the office of the people's government at the same level; and health emergency plans for health institutions at all levels and levels are reviewed and issued by the unit itself。
Article 23, except in cases of confidentiality or inappropriate disclosure, should generally be made public。
Article 24 - health emergency preparedness system. The preparatory unit shall file the case with the higher authority within 20 working days from the date of publication, as required。
Chapter v training, exercise and education
Article 25 the health and health administration shall train health-care personnel in the preparation of health-care emergency plans, so that they can understand the procedures, content and requirements for their preparation。
Article 26: health emergency preparedness departments and units should include health emergency preparedness training in the annual health emergency training programme and organize and implement training for health emergency preparedness managers and professionals through the development of training materials, training courses and workshops。
Article 27 the health administration should incorporate and organize health emergency preparedness exercises into its annual work plan, and urge health institutions to organize or participate in health emergency preparedness exercises on a regular basis。
Article 28: upon completion of the health emergency preparedness exercise, the unit organizing the exercise shall take stock of the effectiveness of the exercise in a timely manner and make recommendations for its improvement. The main elements of the summary included the reasonableness and operationalization of the pre-position, command coordination and emergency response, health emergency response and implementation of the exercise。
With regard to publicly available health emergency plans, the planning departments and units should take a variety of forms of health emergency preparedness education, promote awareness of emergency prevention, response and self-help, and improve the public's knowledge of emergency health emergency preparedness and management skills。

Article 30 the health and health administration should strengthen the development of information on pre-programming and encourage the inclusion of pre-programming modules in the health emergency command system to improve visualization and accessibility。
Chapter vi assessment and revision
Article 31 health emergency preparedness is dynamically optimized and scientifically regulated. The author departments and units should establish a system of periodic evaluations to organize expert validations, evaluate the relevance, relevance and operationality of the pre-project content。
Article 32 shall be revised in a timely manner if:
(i) changes in the relevant laws and regulations, regulations, standards and regulations
(ii) the emergency command structure and its responsibilities have been significantly adjusted
(iii) significant changes in the risks faced
(iv) significant changes in critical emergency resources
(v) changes in other important information in advance cases
(vi) the problems identified in the actual emergency response and emergency response exercises required significant adjustments
(vii) any other circumstances which the author unit considers should be revised。
Chapter vii. Assessment and security
Article 33 the health and health administration conducts supervisory checks on the preparation and management of health emergency plans. Incentives are given to units and personnel who have made significant achievements in the preparation and management of health emergency preparedness; for units and personnel who have not prepared health emergency preparedness plans or who have not implemented preventive control measures in accordance with health emergency preparedness plans; and for units and individuals who have suffered from poor or serious consequences of emergency health response, according to law。
Article 34 the health administration and health institutions at all levels and at all levels shall identify the specific institutions or persons responsible for the management of the health emergency response plan and include in the regular budget the requirements for the planning, preparation, review, dissemination, training, exercise, advocacy, evaluation and revision of the health emergency plan。
Chapter viii
Article 35 the district health administrations and all levels and levels of health care institutions shall, in accordance with the present implementing regulations and taking into account the actual situation, establish their own rules or regulations governing health emergencies。
Article 36 this implementing regulation shall apply from the date of its issuance and shall be interpreted by the emergency unit of the municipal health board。
