In accordance with the circular of the hunan department of finance and the hunan department of education on the issuance of provincial special funds for security work in primary and secondary schools throughout the province in 2013 (château no. 166), you are being issued with a provincial special fund for security work in primary and secondary schools in 2013 (see annex). Correspondingly, in 2012 the functional category of government income and expenditure classification expenditure, “other education expenditure 2050299” (economic classification, “310 other capital expenditure”), was informed as follows:
Provincial funding for security projects for primary and secondary school buildings focuses on rural compulsory education schools in areas below the height of the earthquake of seven degrees throughout the province. The regions must be organized in strict compliance with the project investment plans issued and must not be subjected to arbitrary changes, and must resolutely refrain from drawing on state funds and increasing investment to create new debt。
Secondly, the regions are required to initiate the construction of provincially earmarked projects expeditiously, all of which must commence by 30 september 2013 and be completed by the end of august 2014, with the required permanent signs。
3. The districts shall be focused and phased in in accordance with the principles of “security, economy” in order to ensure quality and to ensure that the project schools are upgraded to a safe standard. Quality security awareness of school buildings is to be further enhanced by strengthening the quality management of school buildings in accordance with the relevant provisions of the standards for the construction of general primary and secondary schools in rural areas, the design guidelines for the design of buildings and the design guidelines for the design of buildings in primary and secondary schools。
Iv. The management of the funds for the works needs to be strengthened in the districts. Scientifically refined management systems should be put in place to ensure that funds are used safely and efficiently, with strict funding coverage. The disbursement of funds shall be carried out in accordance with the relevant provisions of the treasury management system, shall be accounted for in a separate account, shall be earmarked for the allocation of funds in accordance with the progress of work. Government procurement is required for goods, works and services that are included in government procurement。
5. The regions shall effectively strengthen the monitoring and inspection of project funds, report periodically on the progress of projects and the use of funds, make information on projects supported by special provincial funds publicly available to the main local media, establish public signboards at project sites and accept voluntary social oversight. It is strictly prohibited to divert earmarked funds by establishing a system of accountability for the use of “who is responsible and who is responsible” for school security funds. The municipal finance department and the municipal education department shall, in due course, carry out special monitoring and inspections, and any violation of the regulations governing the use of financial resources shall be dealt with seriously in accordance with the relevant provisions of the regulations on the punishment of financial offences (state council decree no. 427)。
