Every year, on 18 september, air-defence alerts are sounded in many cities throughout the country. This day is undoubtedly a day of national shame for the people, and it is also a time for propaganda for the human defence system. In addition to identifying warnings, knowledge of wartime air defence and human protection skills are very much needed throughout society. If, in the eyes of the masses, the image of human defence is still “drilling tunnels, pulling alarms”, this propaganda lacks the sense of the times。

Looking around, people's advocacy today is facing more complex challenges: technology, diversity, diversity of choices ... The past has worked, not necessarily now; the past has been successful, but it is hard to replicate; the past has been hard to overcome, and it can now be broken. It is therefore inevitable that the traditional practice of banners, banners and posters, as well as the lack of emphasis on the role of new media such as microblogging, twitter and podcasts, will become less and less visible. It is only by adapting to the new environment, using new content, entering the “micro-era” and truly informing the public about the human defence of the information war that they will be able to achieve their mission and renewal。

People's defence advocates are pioneers of defence education, and innovation requires a focus on learning. People's air defence has changed dramatically in the new context: the role of status is even more important. “people's air defence is a national priority, a national strategy and a long-term strategy” and defines new human defence orientations and requirements. The value of the times has become increasingly evident. As the “compatibility department” for civil-military integration, human defence has uniquely integrated strategic, social and economic benefits, which are evident in building harmonious societies and liveable cities in the process of economic transformation and new forms of urbanization. The functional role is emphasized. The building of safer cities is an important aspect of increasing popular awareness, which is expected by the population at large, and the demand for awareness and participation in protection is growing. Only when these changes are captured and people are kept abreast of them can the strongest voices of the times be released。
People's advocacy is characterized by long-term farming and strategic innovation. Compared to other jobs, advocacy is “substantial”, and the better it is, the easier it is to “silently” do it, the less it is to do and the harder it is to find out what it is, the easier it is to lead to a certain level of “lazyness”. For example, it is concerned only with input, not with effectiveness, but with inaction and neglect. All of these are inherently irresponsible to the cause of the party. In order to develop innovatively, people need to move beyond “invisible” thinking, away from “doing what you see above”, and truly into thinking. There is a need for “divide the sun and change the sky” and for “bite the mountains and not relax”, to sit on cold benches, to stand alone and to get out of the new world of propaganda。

"the new ones will retreat." the success of this “9/18” awareness-raising campaign was linked to innovation in the form and content of the campaign. With this in mind, one can do a great deal to prevent propaganda, with a sense of fearlessness, with the courage to reform without fear, without being constrained by a framework of “no precedent”。
