Institutional and staffing programmes
In accordance with the institutional reform of the state council approved at the first meeting of the eighth national people's congress and the circular on the establishment of state council bodies (united states of america) [1993] (no. 25) the press and publications agency of the people's republic of china and the state copyright agency of the people's republic of china have two brands, which are the direct organs of the state council。
I. Functional shift
According to the party's central policy of “two hands, two hands, two hands”, the press and publications agency (national copyright authority) is the department that needs further strengthening. The shift in functions has been to shift from micromanagement of news publishing activities to strengthening macro-management of the whole industry, from centralized management to decentralized management at the central and local levels; to strengthening legislation on journalism, publishing, copyright and oversight; and to decentralising or transferring functions that are of a specific nature to direct units, local and industry associations。
Principal responsibilities
The press and publications agency is responsible for the national press and publishing; the national copyright agency is responsible for the administration of copyright throughout the country and deals with copyright relations on behalf of the state. In the administration of copyrights, the national copyright office exercises its own powers, both internal and external. The main functions of the press and publications agency (anca) are:
(i) development of legislation, draft regulations and policies for the press, publication, copyright and publishing, regulations and regulatory measures for the administration of journalism, publishing and copyright, and organization and monitoring of inspections。
(ii) developing and guiding the implementation of development strategies, general layout, medium- and long-term development plans and annual plans for the press and publishing industry, including publications, printing, distribution, etc。
(iii) to approve the establishment of new publishing houses and new newspapers, periodicals, audio-visual and electronic publishing units, as well as collective management of copyright, agency, contract arbitration, etc., and the establishment of general distribution units for publications and foreign investment enterprises for news publishing。
(iv) organizing the review of publications (including books, newspapers, periodicals, electronic newspapers, etc.) and the prosecution of prohibited publications。
(v) managing the national publications market in conjunction with the relevant departments, establishing regulations governing the publications market and detecting illegal publishing activities and violations。
(vi) administration of the audiovisual industry in accordance with the relevant provisions of the state council。
(vii) responsible for external communication and cooperation in the field of press, publications and copyright, and for managing and coordinating the export and import trade of publications with the relevant departments。
(viii) administration of national copyright work (including computer software copyright work) and representation of the state in relation to foreign copyright relations, responsible for investigating and prosecuting cases of copyright and foreign abuse with significant national impact。
(ix) develop and direct the implementation of policies, regulations and plans for the clean-up of the book and newspaper markets and coordinate the identification of major and important cases in the national clean-up process。
(x) participation in the formulation of national economic policies and economic regulation measures in the press and publishing sector。
(xi) develop and direct the implementation of scientific and technological development plans and standardization plans for the press and publishing industry, and coordinate the management of scientific research and printing of books in the press and publishing industry。

Iii. Internal institutions
In accordance with the above-mentioned functions, the press and publications agency (anpa) has 11 functional divisions (houses) and institutional party committees。

The office is responsible for the political affairs of its organs, for secretarial, correspondence, security, functional, confidential and logistical administration, for studying developments in the field of press and publishing at home and abroad, for directing, conducting research on the press and publishing policy and for proposing legislation on the press and publishing, for administrative review and other legal and regulatory matters。
(ii) library management division
It is responsible for managing the publication of books throughout the country. It proposes the scope and layout of the book publishing houses; guides the institutional reform of book publishing houses; formulates and organizes national priority book publishing programmes; evaluates national book publishing awards; approves the selection of new publishing houses and books subject to state control; organizes reading of books; inspects banned books; supervises the work of the centre for international standards book numbers; and issues and manages book numbers。
(iii) newspaper management division
It is responsible for the management of the national newspapers, research into the layout of the newspapers, development planning, study of the reform of the newspaper system, evaluation of the newspapers at the national level, review and approval of changes in the main projects of new newspapers and newspapers, organization of readings of newspapers, inspection of banned newspapers, unified issuance and administration of press certificates throughout the country and registration of press conferences in kyoto。
