Institutional and staffing provisions within key responsibilities
In accordance with the state council's notice on establishments (state notification 2008) no. 11), establishing the national directorate of press and publications (national copyright authority) (at the official ministerial level) as a direct organ of the state council。
I. Revision of functions
(i) dismissal of duties。
Administrative clearances for cancellation have been published by the state council。
2. The responsibility for planning, directing and approving national printing and reproduction equipment fairs and trades。
(ii) the assignment of transferred responsibilities。
1. The ministry of culture is assigned the responsibility for the management of animation, online games (without online publishing pre-approval of online games) and related industrial planning, industrial bases, project construction, exhibition trading and market regulation。
2. The validation of the quality of publications and of the content of web publishing materials is entrusted to the immediate authorities。

1. The responsibility of the ministry of culture for managing the wholesale, retail, rental and screening of audio-visual products is assigned to the national directorate of press and publications and is then transferred to local governments。
2. The responsibility for managing the import of audio-visual products of the ministry of culture is assigned to the national directorate of press and publications。
3. The responsibility for the supervision of the accreditation of journalists from the radio and television institute of the national radio, film and television service has been assigned to the national press and publications service。

Strengthening the duty to guide the protection of copyright。
Principal responsibilities
(i) drafting of draft laws and regulations governing the publication of information, the management of copyrights, the formulation of policy guidelines for the press and publishing industry, the development and organization of regulations governing the publication of information and the management of copyrights。
(ii) to formulate and direct the implementation of press and publications, industrial development plans, regulatory objectives and industrial policies, and to formulate and organize national plans for the import and export of publications, printing, reproduction, distribution and publications, as well as institutional reforms in the area of press and publishing。
(iii) supervising publishing activities, organizing and monitoring the publication of publications with serious irregularities and major violations, and directing the supervision of private agencies engaged in publishing activities。
(iv) responsible for industry regulation, access and exit management of news publishing units。
(v) supervising the content of publications, organizing the publication, production and distribution of important documents, priority publications and textbooks of the party and the state, preparing national plans for the collating and publishing of ancient texts and undertaking organizational coordination。
(vi) responsible for the authorization and supervision of internet publishing activities and the operation of mobile phone books and literature。
(vii) preparation and organization of the “smuggles against africa” programme for the publications market and the organization of investigation and prosecution of major cases of illegal publications and illegal publications。
(viii) formulate and direct the implementation of regulatory policies, measures and regulations governing the operation of the publications market。

Iii. Internal institutions
In accordance with the above-mentioned functions, the national press and publications administration (cnp) has 12 internal bodies (at the level of the executive directorate):
(i) executive office (finance division)。
It is responsible for the day-to-day operation of organs such as telecommunications, conference services, conference services, archives, confidentiality, correspondence and visits; for the financial services of agencies, the administrative services of direct units, special funds and internal audit; and for the statistics of the press and publishing system。
(ii) division of legislation。

Preparation of policy guidelines for the reform of the press and publishing industry; hosting of the approval of the press, publishing and distribution group reform programme; formulation of development planning, regulatory objectives and industrial policies for the press and printing industry; participation in the formulation of policies and regulatory measures for the press and publishing industry; planning and organization and implementation of the total volume, structure, layout of printing industry。
(v) press and press division。
Preparation and organization of the planning and implementation of the total number, structure, layout of newspapers and periodicals; supervision of the publication of newspapers (presses) and periodicals (presses); preparation of the filing of important topics for newspapers and periodicals; organization of the reading and analysis of the contents of newspapers, periodicals and periodicals; regulation of the structure and number of newspapers; supervision, issuance, filing and management of the accreditation of journalists in the national press unit; supervision of the country's newspapers, branches of news agencies and stations and organization of major press violations。

(vii) printing and distribution management division。
Preparation of planning for the printing, reproduction, distribution units, structure and layout of publications; supervision of the publication, printing, reproduction and distribution of publications, organization of the inspection of serious violations of publications and major violations of the law; state audit of restrictions on the import of printing equipment; organization of guidance for the production and distribution of important documents, priority publications and textbooks of the party and the state; promotion of public services in the field of press and publishing, and guidance and organization of the implementation of the agricultural and community bookhouse projects。
(viii) science, technology and digital publishing division。
Preparation and implementation of a scientific and technical development plan for the press and publishing industry; organization, coordination and monitoring of scientific and technological progress in the press and publishing industry; development of standards for the press and publishing industry and supervision of inspections; development of industry standards for internet and digital publishing; approval of the publication of internet games authorized by copyright holders abroad; regulation of online literature, web books and services; regulation of the operation of mobile phone books and literature; regulation of the content, publishing activities of the internet and digital publications; development, management and organization of internet publishing and digital publishing programmes。
(ix) anti-illegal and prohibited publications division (national “smuggling africa” office)。
Development and organization of implementation of policy and plans for the publications market and the internet to “black off” ; organization, coordination of “blow off” intensive operations and cross-sectoral and cross-regional “blow off” efforts; organization of investigation and prosecution of major cases of illegal publications and illegal publishing activities; and provision of work related to combating piracy and “blow off” incentives for reporting. Conducting external and co-operation services in relation to press publishing and copyright; hosting the implementation of the project on press publishing and copyright in intergovernmental cultural agreements; directing, coordinating the publication of exhibitions, exhibitions and import management in china; developing the guidelines, planning, organizing and promoting the export of publications for the publication of outreach。
(xii) personnel division。
The personnel administration of the responsible institutions and the management of their personnel are managed by the office of the director-general of the office of the director-general; they are responsible for the institutional development of the bodies and agencies attached to the office of the director-general, the payment of wages and related personnel; and they prepare and organize plans for the establishment of a cadre in the press and publishing sector, which will provide guidance to the competent authorities on the management of professional qualifications and the identification of professional skills。
The agency party committee is responsible for the work of the bodies and immediate units of the party。
The office of the retiree manager is responsible for the work of the bodies away from the retired cadres and for the work of the retired cadres in the immediate offices。
Staffing
The administrative structure of the national press and publications agency (cnp) is 196 (comprising 6 staff of the committees, 2 staff of the committees and 10 staff of retired cadres). Of these, one is the director (and director of the national copyright authority), four is the deputy administrator, one is the full-time deputy director (deputy minister) of the national copyright agency and 43 are heads of departments (including one is the full-time deputy secretary of the agency party committee and one is the head of the office of retired personnel)。
V. Other matters
(i) the national directorate of press and publications (national copyright agency) exercises its functions in the name of the national copyright agency in the administration of copyrights。
(ii) segregation of responsibilities for the management of animation and online games. The directorate-general of press and publications is responsible for the management of animations in the publishing chain and for pre-approval of online publication of games publications. The ministry of culture is responsible for industrial planning, industrial bases, project construction, exhibition trading and market supervision related to animation and online games。
(iii) segregation of responsibilities in the management of press accreditation. The national press and publications authority is responsible for the supervision of the accreditation of journalists in the national press unit. The national radio, film and television directorate, in collaboration with the national press and publications directorate, manages radio and television press accreditation。
(iv) in approving the establishment, change of name, reorganization and withdrawal of publishing units, the office of the director-general of the press and publications shall consult the competent authority for the preparation of the institutions concerned, which shall be the responsibility of the competent authority for the preparation of the reports submitted by the entities concerned。
(v) the establishment, functions and staffing of the enterprise shall be defined separately。
Annex
