Municipal people's governments:
In 2025, under the right leadership of the municipal councils and municipalities, the municipal agricultural and rural directorates studied closely the idea of the rule of law in xi jinping, organized strategic deployments around the municipal councils ' rule of law government, adhered to the rule of law, protected by the law and established by law, promoted the rule of law in agricultural and rural areas in an integrated manner, and provided solid guarantees of the rule of law for the revitalization of villages throughout the city and the high-quality development of agricultural municipalities. The report reads as follows:
I. Key initiatives and achievements in advancing rule of law government
(i) reinforce intellectual leadership and bring party leadership throughout the process of building rule of law government. One is to keep political learning first. In addition, the ministry of education and social welfare has been working on a project to develop a law on the conduct of meetings of senior officials of the xuzhou rural and agricultural directorate in 2025, incorporating the study component of the committee's centre for theoretical learning and promoting the “majority of the majority” model for the “critical minorities” and organizing group studies, workshops and workshops to conduct regular studies. The second is accountability for the rule of law. The members of the team strictly implement “one-on-one” responsibilities and integrate rule of law-building throughout their operations. In order to ensure that the rule of law is part of the agenda of the committee of the board of directors, which has been working on a number of priority initiatives to promote the rule of law in rural areas throughout the city since 2025, the committee has been working to tighten its responsibilities and ensure its implementation. Third is deepening internal synergies. (iii) adhering to the administration of justice and accelerating the normativeization of administrative decision-making. The first is to clean up administrative normative documents. In the light of the relevant documents issued by our municipality, propose and justify the repeal of 14 municipal normative documents and verify 44 departmental repeals; call for the repeal of the regulation on the use of pesticides in xuzhou city. The second is to regulate administrative decision-making procedures. Significant administrative decision-making procedures are strictly enforced in compliance with statutory requirements such as public participation, expert validation and risk assessment. Third is the development of review mechanisms. Conduct a review of the legality of normative documents, strengthen unit compliance with economic contracts, implement a system of legal review of enforcement decisions, and ensure the legal validity of the production and reporting of documents. Two reviews of the legality of normative documents were conducted throughout the year, 79 reviews of administrative law enforcement cases were conducted, 8 hearings were held and 33 contract review opinions were issued. Fourth is the improvement of procedural safeguards for administrative penalties. An administrative penalty hearing is conducted in accordance with statutory procedures; administrative law enforcement casework is carried out, with a combination of self-checking and spot-checking of administrative penalty files that have been completed since 2023, and administrative law enforcement casework reviews are carried out on a monthly basis to identify problems and improve them。
(iv) deepening the reform of government services and increasing the level of services provided by private enterprises. The first is to improve the effectiveness of administrative approval services. The third is to strengthen ex post regulation. Further progress has been made in the process of administrative approval, moving from “supervisory supervision” to “supervisory services”. In accordance with the requirements of the provincial and municipal market supervision authorities for “two random publics” of pesticides, seeds, fisheries, fertilizers, etc., the rural sector of agriculture at the municipal and county levels has been engaged in an orderly process of “two random publics” in an effort to develop a normative and institutionalized model of ex post regulation。
(v) regulate administrative inspections involving enterprises and focus on optimizing the rule of law business environment.
