    The regulations for the integrated management of urban and rural environment in sichuan province (hereinafter referred to as the regulations) became effective on 1 october 2011. With the consent of the provincial government, the following information is provided in order to ensure effective learning to implement the ordinance and to further the integrated management of the urban and rural environment throughout the province。

    Experience in integrated urban and rural environmental management

    I. Fully aware of the significance of the enactment of the regulations

    The regulations for the integrated management of urban and rural environment in sichuan province are the first local regulations of my province on the integrated management of the urban and rural environment, and the first provincial regulations in the country to extend the municipal physical and environmental health control spaces to rural areas. The regulations summarize and reinforce the experience and effective practices of our province in recent years in the comprehensive management of urban and rural environments, with clear provisions on the basic principles of integrated urban and rural environment management, the area of responsibility system, physical order, environmental health, facility development, appraisal monitoring and legal liability. For the first time, the principles and mechanisms for integrated urban and rural environmental management were established in the form of local regulations, with public participation as the main focus; for the first time, the system for regulating rural physical order, environmental health, construction of facilities, public services and the greening of ecology was established in the form of local regulations; for the first time, the responsible persons and controls for integrated environmental management of various types of spatial environmental control were identified in the form of local regulations; for the first time, the management of food and cooking waste was regulated in the form of local regulations; and for the first time, local regulations were used in the form of local regulations enabling local people's governments to formulate normative documents in the area of urban and rural environmental management at the district level and above. The promulgation and implementation of the ordinance marks the transformation of our province's integrated urban and rural environment management from an administrative to a legally regulated one. It will be a significant and far-reaching step forward in the development of a stable and efficient system of legal support and scientific regulation of the rule of law for the normal advancement of governance. The people's governments at all levels, provincial departments and leadership at all levels must be fully aware of the legal status and significance of the regulations, unify their ideas, raise awareness, enhance the sense of urgency and responsibility for learning and implementing them, gain a deep understanding and appreciation of the spirit of the regulations, fully implement the provisions of the regulations, strive to upgrade the level of environmental infrastructure and urban and rural planning, further improve the habitat environment, optimize the development environment and promote accelerated, scientific and rapid economic development throughout the province。

    Learning to publicize the regulations is an important task for local and local authorities to ensure that they are properly seized and seized.
