On 16 july, journalists were informed by the public security office of the autonomous region that ningxia had officially issued its opinion on the strengthening of criminal protection of intellectual property rights (hereinafter referred to as the " implementation opinion " ), with a view to improving the effectiveness of criminal protection of intellectual property rights in a comprehensive manner through initiatives such as improving police mechanisms, strengthening cross-sectoral collaboration and deepening social co-governance, and providing guarantees of the rule of law for innovative-driven development and the optimization of the business environment throughout the region。
A total of five parts of the implementation opinion are 15 articles. Work is clearly focused on enabling industrial development, safeguarding human security and promoting cultural prosperity. It is required that offences against intellectual property be strictly combated by law and that iron prohibitions such as the three provisions be strictly enforced. Proposed improvements in police operations, enhanced coordination mechanisms for inspection and enhanced mechanisms for coordinated governance. Helping enterprises to improve their intellectual property protection capacity by, inter alia, optimizing the business environment. It is proposed to focus on the conservation of ningxia's “six new six plus six plus one” industries, in particular the dominant industries such as modern coal-chemicals, clean energy, and geographical marker products such as wines and twigs。
According to the head of the environmental resources and food drugs investigation unit of the public security office of the autonomous region, the opinions on implementation were drawn up in consultation with the ministry of public security, the legal inspection bodies of the autonomous region and market supervision, in order to provide firm guarantees of the rule of law for the construction of intellectual property zones in ningxia。
Since last year, the ningxia public security organs have investigated 115 cases and arrested 130 suspects in the amount of more than $40 million. Among them, the discovery of a cross-provincial forgery of the “china ningsing” trademark, the seizure of 480,000 counterfeit packagings, involving a sum of over $1 million, served to maintain market order。
