Circular on the organization of the 2019 national intellectual property model enterprises and competitive enterprises declaration review
Provinces, autonomous regions, municipalities directly under the central government, individual municipalities under the plan, and the intellectual property directorate of the xinjiang production corps, with relevant units:
In order to further develop the development of national intellectual property demonstration enterprises and national intellectual property advantage enterprises and to achieve the development goals of strong intellectual property enterprises, in accordance with the national intellectual property model enterprise development work programme and the national intellectual property precedents business development work programme (state-in-know-who) [2015] no. 10 requires the decision to initiate the process of declaration, annual appraisal and review of the national intellectual property model enterprise (hereinafter referred to as “the model enterprise”) and the national intellectual property proximity enterprise (hereinafter referred to as “the preferred enterprise”). The following information is provided:
I. Declarations by model and dominant business organizations
(i) conditions for declaration
Model enterprises:
1. The maturity of the national intellectual property (ipr) niche enterprise, which is the backbone of the country and has a strong influence on industrial development
2. The system of indicators for the evaluation of intellectual property by model enterprises of national intellectual property rights (sniip) scored more than 75 points in table a and 80 points in table b。
The declaration of a model enterprise after the end of its period of cultivation is made through a review process conducted by the province, autonomous region, municipality directly under the central government, the planned municipalities and the intellectual property directorate of the xinjiang production corps (hereinafter referred to as the provincial and municipal directorates). For enterprises that have been rated as excellent for work in the previous year, they can be recommended as model enterprises during the period of cultivation。
Prominent enterprises:
1. A core enterprise within the region with a certain influence on industrial development
The system of indicators for the evaluation of intellectual property rights of enterprises with national intellectual property strengths scored more than 90 points, or enterprises with a score of more than 80 per cent and a total of 70 points for a level 1-3 indicator. Among them, the “technology innovation” enterprise indicator weights were not adjusted; the “trademark branding” and “geomark application” enterprises would adjust the indicator weights accordingly according to the type of culture。

(iii) working procedures and declarations
The provincial and municipal authorities are requested to organize model enterprises and declarations in accordance with the requirements of the national programme for the development of model enterprises in intellectual property rights and the national programme for the development of enterprises in intellectual property strengths。
Ii. Annual evaluation of the work of model and niche enterprises
Annual appraisals of the work of model and niche enterprises are organized every year. In this regard, our bureau is responsible for conducting annual appraisals of provincial and municipal offices and entrusts provincial and municipal boards with annual appraisals of model and dominant enterprises within their jurisdiction. The results of the examinations are divided into three levels of excellence, generality and poorness, which are published in a certain manner by our bureau. The results of the annual appraisal of a model enterprise or advantaged enterprise will serve as an important basis for the review。
The results of the annual appraisals of the provincial and municipal councils will be linked to the work support policies of the enterprises concerned. The provincial and municipal boards that perform the annual competitive examinations will be identified as the best collectives working on the intellectual property rights of enterprises and will be commended for increasing the number of candidates for the model enterprises in the region from 10 per cent to 15 per cent in the following year; the provincial directorates, ranked 1 to 5, and the municipal bureau, ranked 1st, will be singled out, and the number of candidates for the model enterprises in the region will be increased from 10 per cent to 20 per cent in the next year. The most advanced individuals working on intellectual property rights in enterprises will be commended。
(i) targets
1. Provincial and municipal directorates。
2. The annual appraisal of national models of intellectual property and niche enterprises, which require three years of review, may be combined with the review。
(ii) evaluation
1. Provincial and municipal directorates. The examinations include, inter alia, the number of enterprises growing up (20 points), funding (20 points), policy development (20 points), development measures and effectiveness (20 points), development of enterprises in the provinces and municipalities (20 points)。
2. Demonstration of enterprises or dominant enterprises. The evaluation included, inter alia, the performance of the enterprise's intellectual property (110 points), the introduction of a programme of work for the construction of a demonstration enterprise or an advantage enterprise (20 points) and its implementation (20 points), with a score of 150 points. Of these, over 100 were excellent, 70-100 were general and under 70 were poor。
(iii) working procedures
1. Annual appraisal of enterprises by the provincial and municipal authorities and their submission to our bureau. Provincial and municipal offices organize online information materials for demonstration enterprises and niche enterprises in their jurisdictions; organize annual appraisals of enterprise construction by experts; and submit the content and results of the appraisals to our bureau. The results of the examination are divided into three levels of excellence, generality and poorness, with the same order of magnitude。
2. The provincial and municipal authorities report nuclear material to the national agency. The departmental and municipal directorates summarized the policy measures of the region to demonstrate the development of enterprises and enterprises of excellence in 2018, and prepared the development work plan for 2019, which was submitted to our bureau along with the evaluation information form。
3. Organizations of provincial and municipal authorities recommend advanced individuals. The provincial and district councils recommend the most advanced individuals, in accordance with the quota requirements, from those companies whose annual test results are excellent. From among the staff responsible for the intellectual property of enterprises, it is recommended that advanced individuals be appointed on a quota basis。
Publication of the results of the evaluation. Annual appraisals are carried out for specialists in the organization of development work in provincial and municipal offices. The results of the annual appraisal will be published within the system in a certain manner. At the same time, advanced collective and individual individuals were identified and commended for their intellectual property work in 2018。
(iv) advanced collective and individual quotas
1. Advanced collectives. There are 16 provincial directorates and two separate municipal directorates。
2. Advanced individuals. The most advanced individuals include departmental and municipal officials and enterprise personnel in two series (see annex for recommended places). Among them, the first individuals in the provincial and municipal councils are the personnel responsible for the enterprise's intellectual property rights; the first individuals in the enterprise are to be drawn from the intellectual property managers in the model or advantage enterprises whose results are assessed annually as excellent。
(v) examinations and recommendations
1. Examination of nuclear material by provincial and municipal authorities. These include the national intellectual property model enterprises and competency development certificates for 2018 (document with official seals), a summary of work in the region for 2018 and a work plan for 2019。
2. Examination of nuclear material in enterprises. These include the statistical table on the annual examination of information for national intellectual property model enterprises and enterprises at strengths in 2018, the work programme for the construction of enterprises or enterprises at strengths (published in the form of an official business document and posted online to our office), and the progress of the construction of enterprises or enterprises at strength。
3. Advanced personal recommendations. Advanced personal recommendations for enterprise intellectual property work 2018。
Iii. Review of model and dominant enterprises
After three years of training in demonstration enterprises or niche enterprises, they are reviewed and evaluated by the provincial and municipal authorities. We'll have it checked. To qualify, to retain the title “national model enterprise for intellectual property” or “national enterprise for intellectual property proximity” and to undertake a new round of model or dominant enterprise-building. In the case of non-conformity, the model or dominant enterprise is cancelled and the declaration cannot be repeated within two years。

Demonstrations of enterprises and niches in 2013 and 2016 (lists can be consulted through the national intellectual property model and niche management system)。
(ii) content of review
1. Demonstration of enterprises. According to the system of indicators for the evaluation of intellectual property in model national enterprises, table a scored more than 75 and table b over 80, subject to review by the model enterprises。
2. Prominent enterprises. In comparison with the system of indicators for the evaluation of intellectual property rights of enterprises with national intellectual property strengths, the rating was over 90, or in the first tier of indicators 1-3, the score for a level i indicator was over 80 per cent and the total score was over 70, subject to review by the dominant firm。
(iii) working procedures
1. Organization of review and review by provincial and municipal authorities. The provincial and municipal authorities organize the online filing of information materials for demonstration and advantage enterprises within their jurisdiction; organize expert reviews of the construction of enterprises; and submit the results of the reviews to our bureau on a regular basis。
Confirmation of the list. We verify the company's nuclear rehabilitation and the evaluation by the provincial and municipal authorities. 10 working days for eligibility. When publicity expires without objection, a new round of model or dominant enterprise construction is established to retain the title “national model enterprise for intellectual property” or “national enterprise for intellectual property advantage”。
(iv) refurbishment of nuclear material
1. Rehabilitation of nuclear material by provincial and municipal authorities. This includes the review of enterprises by provincial and municipal authorities (with a stamp)。
2. Rehabilitation of nuclear material by enterprises: including a review of the national intellectual property model enterprise and a summary of the work carried out during the construction of the model enterprise and a work plan for the next three years; a review of the national intellectual property proximity enterprise and a summary of the work carried out during the construction of the enterprise and a work plan for the next three years。
3. Other relevant supporting material。

Local authorities are requested to give high priority to organizing and providing in-depth guidance to model and advantaged enterprises in their jurisdictions in their efforts to develop them. Proximity demonstration enterprises with overdue submissions are considered to be exit demonstration enterprise work sequences, positive demonstration businesses are automatically cancelled and may not be re-declared within two years. Provincial and municipal boards with overdue submissions may not participate in advanced collective or individual selections。
