All the country's farmers ' markets and their operators:
To further preserve the order of trade in our agricultural and trade markets, to guarantee the stability of vital commodity prices and to protect the legitimate rights and interests of consumers, in accordance with laws and regulations such as the prices law of the people's republic of china, the provisions on price marking and the prohibition of price fraud, we would like to recall the following:
I. Fair and honest pricing under the law

Operators should consciously comply with national price laws and policies, follow the principles of fair, legal and honest credit pricing, fully assess the cost of production operations and the supply-demand relationship of the market and make reasonable pricing, refrain from abuse of their autonomous pricing rights to commit offences such as price fraud, collusive price increases and price lifting, and jointly maintain price stability in agricultural and trade markets。
Ii. Implementation of clear-coded pricing and transparency
Operators are required to strictly implement a system of clearly-coded pricing, to mark all prices of goods and services being sold in the form of price tags (including electronic price tags), price tags, display boards, electronic screens, etc., in high-profile locations, and to adjust and update them in a timely manner when prices change, to ensure that the content of the bid is true, clear and visible, that consumers are fully guaranteed their right to know and fair trade, that goods are not sold beyond the price mark, that they are not charged any unmarked fees, and that “sun-yang prices” and price additions are eliminated。

Iii. Fulfilling regulatory responsibilities and maintaining market order
They should effectively discharge their regulatory responsibilities by putting in place sound price management systems for agricultural and trade markets, actively cooperate with market regulators in price regulation and encourage operators in the field to regulate their own price behaviour. (c) not to impose compulsory or disguised participation by operators in marketing activities, respect for the operator's autonomy and the establishment of a fair market order. The volatility of vital commodity prices is closely monitored, and the “baby basket” of the people is jointly guarded。
Market regulators at all levels throughout the city will continuously intensify their inspection and inspection of market price behaviour in agriculture and trade, and will carry out a serious investigation of violations of consumer rights, such as “reverse zero”, false discounts, low-platform highs, etc., and make public cases of serious social consequences. At the same time, it would be welcome to have a wide range of consumers and members of society monitoring the price behaviour of farm market starters and related operators. If violations are found, please preserve the relevant evidence and call the 12345 hotline in time for reporting complaints。
