    In recent years, with the acceleration of the urbanization process and the escalation of the consumption structure in our country, the construction of business streets has grown rapidly and has played a positive role in the innovation of consumption patterns, the promotion of consumption escalation and the stimulation of economic growth. The lack of planning industry standards and effective policy guidance for business street development has led to disorderly construction and fragmentation in some places. In order to follow up on the opinions of the state council's office on active circulation for increased consumption the following guidance is provided in response to the current international financial crisis, which has led to the expansion of consumption, the exploitation of new consumption hotspots and the promotion of the development of niches in business streets。

    I. Guidelines and development goals

    (i) the philosophy of promoting the construction and development of business streets, with a serious follow-up to the scientific development vision, with a strong people-centred and distinctive approach; adherence to scientific planning and classification guidelines; and adherence to normative management and quality services.
