Guide to chinese mobile trans-network
Scope of services
These rules apply to requests, processing and provision of hand-held trans-net services in the people's republic of china (excluding hong kong/australia)。
Portable trans-net services are a service within the same local telephone network where cellular mobile phone users (excluding network users) change the contracted basic telecommunication operator and the user number remains unchanged。
Numbers not available at this stage include:
(i) satellite mobile operating numbers: network numbers 1349, 174, etc.
(ii) mobile communications resale numbers: network numbers 170, 171, 162, 165, 167, etc.
(iii) networking numbers: internet numbers (e. G., 146, 148, 149, 140-144, 1064, etc.) and other general public mobile network numbers for use in networking applications
(iv) other cases of non-compliance with national policy provisions。
Conditions for removal
The number of the person applying for the transfer of the service through the internet shall be accompanied by the following:
(i) personal identity information has been registered with the original telecommunication operator (hereinafter referred to as “the carrier”) (hereinafter referred to as “the real name”. Among them are personal identity cards, temporary resident's identity cards, household registers, hong kong/australian passes to/from the mainland, hong kong/australian residence permits, taiwan residents' permits to/from the mainland, taiwan residents' residence permits, foreign citizens' passports, foreign nationals' permanent residence identity cards and other valid legal, administrative and state-mandated identity documents. At this stage, government clients who have entered the network of their unit documents should pass the number to a natural person and then apply for a hand-held transfer service
(ii) in normal condition of use (non-fixed, shut-down, etc.)
(iii) the settlement of outstanding telecommunications charges with the courier, such as uncollected telecommunications costs (e. G., international roaming expenses), and the timing and manner of payment by the courier
(iv) an agreement with the carrier that does not have an agreed limit on the duration of the network or has been lifted
(v) 120 days (natural day) from the last portable network。
Import processing materials
Users should provide the following materials when moving to china for internet access:

(i) valid documents of the user of the number registered with the carrier (valid documents of access to a physical name of the individual)
(ii) effective carrying of the authorization code
(iii) mobile phone cards corresponding to the number of the service requested
At this stage, in principle, there is no referral service。
Hand-out application and entry process
Users who apply for a portable transfer service must first ask china for a mobile search number that meets the conditions for such a transfer. If the conditions for transit are met, the user requests to be moved to china with the authorization code and to be brought in by the proposed telecommunications operator (hereinafter referred to as “carrier”) to provide the user with a new mobile phone card upon completion。
Users are required to check with the courier for any transit requirements. If the conditions for the transfer are met, the user applies to the carrier to obtain the authorization code and to move to china for transport, which, when completed, provides the user with a new mobile phone card。
Delivery
When china moves as a courier, it provides its users with access-to-require services, lifts restrictions and requests with authorized numbers。
(i) access to facilities

Where conditions are met, other operations affected by hand-held trans-nets will be informed of the affected operations and of the true and accurate content at the same time as feedback is provided on the results of the query. In the case of non-conforming conditions, the user will be clearly informed, once and for all, of the reasons for non-conforming conditions, of the operations affected by the transfer of the portable network and the means of consultation, and will be provided with advice on the fulfilment of the conditions, including through the passenger telephone。
(ii) removal from service with restrictions
Users who do not meet the conditions of article iii (iv) of these rules and the existence of an affected service of hand-held networks may apply for removal of the removal restrictions。
In cases where restrictions cannot be lifted online, all of china's own entity offices that move to the place where the number is attributed provide the user with a lift-off service; in the case of a county area where there is no such office, at least one cooperative office will be ensured to provide the release service. Users can check the list of specific offices through the online operating halls or the 10086 passenger service hotlines in the mobile provinces of china (autonomous regions, municipalities directly under the central government)。
In the case of non-compliance with article 3 (iv) of this rule, when users apply for a service release within a limit on the duration of the network and meet the conditions for such a release, china will allow the user to move within 24 hours; in the case of operations affected by the network, the user will apply for the removal of the service, and the user will be allowed to move immediately。
(iii) request for services with authorized numbers
Users can send sms "sqxz#name# id number" to china's mobile official service sms platform 10086 to pass the authorization code and 10086 to provide timely feedback on the results of the application. In the case of operations affected by a transfer without a portable number, the user will be immediately provided with a handing out of the authorization code and will be informed of the risks, which will be real, accurate and objective, and, in the case of operations affected by a hand-held transfer, the user will be informed in a timely manner of the impact and the solution, and the user will be given the authorization code upon confirmation. The authorization is valid for one hour and can be re-applied after expiry; the user will be able to pay, fill, hang, unmount, patch and password replacement only during the validity of the authorization。
Load services

When china moves as a porter, it may provide access services to users who wish to enter the network during their business hours. The place of business includes, for example, the offices of all the entities where the number is attributed. Users can dial the operating hours of the china mobile 10086 hotline advisory office。

Users are required to inform the relevant service provider of the social number in a timely manner
7. Other matters that should be communicated。
Users are invited to read the note to users (incarceration) and sign as they know and accept the above entry notes。
Portable trans-net
(i) allocation of authority and responsibility
After china received information on the successful entry into force of the portable network, the network switch was completed. Prior to the completion of the network switch, the original mobile phone card for the user of the portable network is fully operational, with the carrier providing telecommunications services for the user of the portable network. Upon completion of the network switch, the original mobile phone card for the portable switcher expired and the telecommunications service relationship between the carrier and the portable switcher was terminated, while the new mobile phone card was activated and telecommunications services were provided for the portable switcher. The porter may not provide telecommunications services for the user of the portable network until the switch has been completed。
The user should enter into a telecommunication service agreement with the user under the same conditions as the new internet user。
(ii) balance and billing processing

The telecommunications service agreement and related services provided by the carrier and the user are automatically terminated upon completion of the portable network. The courier processes the transfer of user account balances and the provision of billing services in accordance with the rules for write-off by users of the network。
(iii) with-offer recovery
Upon completion of the portable network, the carrier is responsible for notifying the user of the settlement of the telecommunications charges with the carrier within the agreed time frame and for issuing the telecommunications bill. Users should pay the costs to the carrier in accordance with the notification of contributions. In the case of overdue payments, the carrier may recover the associated telecommunications charges by agreement with the user。
(iv) internet barriers
China's mobile network has established a system to deal with obstacles to the transmission of communications through the internet, which guarantees the quality of communication services for users of the network. In the event of a communication barrier for a user, the relevant telecommunication operator should cooperate with each other and actively and appropriately address the communication barrier for a user with a trans-net。
(v) number restitution claim
After the user number has been cancelled, the user may not continue to use it, and the number shall be returned to the telecommunication operator who originally used it within five days of the minimum freeze time required by the telecommunications services code。
Protocol management
(i) access protocol management
The following matters will be described in the internet access protocol between china and its mobile users:
1. Users have the right to choose a portable transfer service and to apply in accordance with these rules
Time nodes for the entry into force of a user-inclusion agreement;
3. The necessary user information will be provided to the portable trans-network central operations management system (comms) during the course of the portable transfer service to compare the consistency of document information with that of the carrier and the carrier。
(ii) new agreement management
Since the date of issuance of these rules, new agreements between china's mobile and users with an agreed limit on the internet will include the user's unilateral release from responsibility and manner of the agreement。
(iii) old agreement management
Prior to the date of issuance of this rule, china's mobile and user-based agreements with users with an agreed limit on the duration of the internet, if they do not contain the user's unilateral discharge of responsibility and manner of the agreement, will be provided separately in accordance with the principles of fairness and impartiality. Users dispute the terms of the release agreement provided by china's movement and implement them in accordance with relevant national laws and regulations, such as the law on contracts and the consumer protection law。
