From 25 to 27 august, the china rice research institute hosted the national rice industry technology development report and northern super rice site study in jamus city, heilongjiang province. At the ministry of agriculture, the director-general of the faculty of science and education of chu il, the researcher of li, the deputy director-general of ray shintao, the agriculturalist of wankang, the national centre for agricultural extension services, the vice-president of zhang zhi, the agricultural institute of heilongjiang province, the director-general of the agricultural commission of heilongjiang province, the director-general of the chinese academy of sciences, the director-general of the xiehua an school of sciences, and the participation of over 150 experts from the ministry of agriculture's super rice expert group and scientists from various positions in the national system of technology for rice industries, and the director of the integrated experiment station。
The meeting consisted of three parts: first, a field visit to the northern super-paddy was conducted. On 26 june, the leaders and experts visited the rice establishment of the agricultural institute of heilongjiang province and the sanjiang subdirectorate for agricultural reclamation, visited the demonstration base for new varieties of rice in the coldlands of the north, observed super-paddy production and demonstration sites, as well as demonstration parks for modern agricultural science and technology, modern nursery grounds and modern farm machinery fields. Secondly, a meeting of the national super rice expert group was convened. On the evening of 26 october, the executive director of the super rice expert group of the ministry of agriculture and the director of the china rice research institute of planhua hosted an expert group meeting on national super rice, led by the department of science and education of the ministry of agriculture and the national agrotechnology promotion service, and led by experts from relevant research institutes, such as the china rice research institute and the hunan centre for multimodal rice research, the fujian agricultural institute, the sichuan agricultural college, shenyang agricultural university, the china university of agriculture and the heilongjiang province agricultural college. The expert group meeting analysed the national rice production situation in 2009, in particular the development of super-paddy research and demonstration promotion, discussed the development of national super-paddy collaborative groups and deployed the 2010 super-paddy demonstration roll-out. It was made clear that in 2010 super rice site watch was held in fujian province. Third, a national conference on technological development in the rice industry was held. At the conference, directors of the six functional research offices of the national system of technology for rice industry for breeding and breeding, pest and pest control, planting and soil fertilizer, post-partum treatment and processing, facilities and equipment, industrial economy, respectively, conducted reports on the development of genetic rice breeding, recent research on the control of major rice pests and diseases in the country, the development of domestic and foreign rice technology, the advanced processing and utilization of rice, technological development of rice cultivation machinery and the economic development of the rice industry。
At the presentation, the director of the department of science and education of the ministry of agriculture made an important presentation. In his address, the director of the chu rock department systematically summarized the main results of super-paddy research and demonstration promotion, presented ideas, objectives and key tasks for the next phase of super-paddy research and demonstration promotion, and deployed the next priority. He pointed out that super-paddy research and demonstration promotion needed to be based on a clear line of thought, based on two “100s” to achieve three breakthroughs, namely, one “extension of one phase of application, deepening of the second phase of research innovation and working towards the three-phase goal”, one based on two 100s, “an average increase of 100 pounds per acre in the production of super-paddy and an efficiency gain of 100 yuan” and three breakthroughs, “innovating in the selection of new varieties, technology matching and working mechanisms”. The next step is to develop a scientific “twelfth five-year plan”, to strengthen coordination and guidance, to continue to mobilize financial resources, to promote a seamless interface between industrial technology systems and extension systems, to strengthen research and dissemination of planting support technologies, and to enhance early warning of rice production。
The chief scientist of the national rice industry technical system and executive leader of the national super rice expert group made concluding remarks. He said that the six heads of functional research offices had made separate academic presentations, including on breeding, pest prevention and control, cultivation, processing, rice machinery and industrial economy, which were wide-ranging, high-level and informative; the director of the chu rock department had made an important presentation on super-paddy research and demonstration promotion and industrial technology system development, and had deployed super-paddy research and demonstration promotion. The presentation by director zhu was very important, and the next step was for experts from the super rice expert group and the industrial technology system to learn and follow up. I now offer you five suggestions for the next industrial technology system development and super-paddy demonstration and extension, taking into account the spirit of director zhu's statement and the feelings of hearing the report of the director of the functional research unit。
The programme researcher noted that, first, it was necessary to actively engage in the construction of a technological system for the rice industry. Despite the wide range of areas covered by the technology system for the rice industry, the most important is the issue of rice production. Industrial technology systems are built to play an active role in the goal of “improving rice production, improving rice quality and promoting farmers' incomes”. Currently, our gross rice production has reached five consecutive years of harvest, with two consecutive years of record production, further increases in the level of single rice production in the future and a key role for the industrial technology system. Yesterday, the expert group meeting analysed the situation of rice production in several major production areas, where a reduction in the production of seedlings has emerged. To that end, the experts present should make full use of the valuable time and favourable conditions of late-stage slurry and effectively strengthen technical guidance at the production level to convert reduced or increased yields. Second, the development of super-paddy should be an important factor in the construction of the rice industry. The integrated testing stations, which are part of the national rice innovation system, assist functional research offices in their technological innovation efforts, while also devoting more effort to technology diffusion, training and services. Next year, much effort will be devoted to the introduction and demonstration of super-paddy varieties. Thirdly, there should be multi-channel cooperation to harness and share resources. As mentioned in today's report of the pest control laboratory, a number of anti-disease resources have been screened, all of which can be used for breeding functions. Fourthly, research should be actively undertaken to serve as a leader in decision-making. Since summer, many rice-producing areas have experienced severe natural disasters, such as severe drought in hunan and hubei, and prolonged cold and cold conditions in the north-east. It is important that, as experts in industrial technology systems or super-paddy, early warning advisory reports are submitted to the ministry of agriculture or the competent authorities to serve the ministry's leadership and decision-making departments. Fifth, technical development reports and super-paddy field meetings should continue. Both industrial technology systems and super-paddy demonstration and extension are designed to solve productive problems, combining two types of meetings this year, learning from each other, and promoting and enhancing each other. In the future, technical development reports and super-paddy field meetings will need to be continued according to the different focus of the two systems. For example, the industrial technology system focuses on cutting-edge issues in the field of annual disciplines, while super-paddy can focus on breeding and extension。
