In order to prevent and reduce the risk of super-standard floods, scientific, orderly and efficient ultra-standard flood defence efforts were carried out to protect the rivers and protect the population from the environmental degradation. On 13 august, the ningbo municipal water authority, in association with the zhongzhou district water department, the phuong cai district water department and the yu yao municipal water department, conducted the 2020 super-standard flood defence exercise。
This exercise simulated the highest-ever water (tidal) level of ultra-guaranteed water levels in the coastal and river basins under strong typhoon 19. The ninbo city water authority simulates the entire process of water sector defence against sub-standard flooding by means of three elements, namely, movement control, flood forecasting early warning and water engineering。
I. Distribution of fields contributions
Typhoon “swan” is about to strike, and typhoon 19 “swan” is being analysed by the defence department of the ningbo city water authority, together with the meteorological services, including the water and drought disaster defense division, the municipal watershed management centre, the municipal riverway management centre and the municipal hydrological station. At the chamber of commerce, the offices concerned analysed the trends of typhoon no. 19 and the carrying capacity of the city-wide large reservoirs and river networks, and made recommendations for defence against the weaknesses, risks and disadvantages of the dam being constructed. The pre-emption of the pump and reservoirs were activated, and the pre-emption programmes of the large and medium reservoirs, such as the mouth, the kiosk, the cross-mountain and the lake, were pre-empted。
Early warning of flood forecasting
Typhoon “swan” has landed in the town of zhejiang wingling rock tong, with a surface rainfall of 280 mm in ningbo city, 410 mm in the mountains, a general over-secure water level in the river basin, and an upstream large and medium-sized reservoir that continues to exceed the limit level. Hydrological super-standard flood emergency reports, small-basin flood alerts, flood control, mid-risk embankments patrol and guard were initiated。
Water engineering insurance
As rainfall continued, all dry streams exceeded guaranteed water levels and some of the water works were in danger. The ningbo city's anti-typhoon i response was activated and the city was in an emergency preparedness phase. In response to the sub-standard floods, the ningbo municipal water authority followed the `privileged, abandoned' principle to ensure that priority targets were safe and to avoid devastating disasters throughout the basin. Water reservoirs and dams, yao dynasty's barrier, and the swarm-up treatment of dykes are synchronized。
This exercise, which was rich in content and organized in a systematic way, provided a more complete picture of the operational process of defending the ningbo water sector against sub-standard floods, with a “pre-emptive, ahead-of-the-curve” focus on combat, targeting and professional performance。
