Chapter i general provisions
First, the namjing university alliance of foreign intellectuals (hereinafter referred to as the association). The english language is known as nanjing university friendship association for non-communist parti。
Article 2: nature would have been a positive contribution to and influence on society, and outside the nanjing university party, especially non-partisan high-level intellectuals, voluntary, warring, intellectual, united and service-oriented mass groups。
Guided by deng xiaoping's theory and the important idea of “three representatives”, the organization's aims are to follow up on scientific developments, adhere to the basic lines of the party, adhere to the country's constitution, laws, regulations and social ethics; promote and implement party intellectual policies, defend the rights and interests of intellectuals outside the party, strengthen communication, solidarity and cooperation between the school council and intellectuals outside the party and intellectuals outside the school party, serve school reform, development and stability and contribute to the creation of a world-class university at nanjing university。
Article iv. The organization carries out its work under the leadership of the school party committee and under the direction of the headquarters department of the school party committee。

Chapter ii mandate
Article 6 the mandate of the council is:
(i) organizing members to learn the routes, guidelines, policies and unified front-line policies of the party, educating the members on patriotism and socialism and promoting understanding and acceptance of the party's routing policy. The establishment of a sound learning system and the creation of conditions for the active organization of study activities in the form of theoretical studies, lectures, situation reports, exchange seminars and the promotion of interactive learning among members, mutual inspiration and joint promotion。
(ii) providing advice; working around school centres, research, study tours are organized, advice and suggestions from extra-party intellectuals are kept up to date and reflected, and scientific decision-making in schools is informed and conditions are created for intellectuals to exercise their talents and specialty。
(iii) liaise with the members of the board of directors of the organization, which carries out a variety of networking activities, strengthens contacts, makes friends, promotes friendship and works together to build houses for outside intellectuals。
(iv) dismantling services. Closely connected to the intellectuals outside the school, concerned with their work, learning and life, their situation, understanding their needs, defending their legitimate rights and interests, and enabling them to serve as a bridge and link between the school party committee and the relevant authorities to the intellectuals outside the party。
(v) advocating talent to capture the growth and working patterns of extra-party intellectuals, focusing on their performance, academic achievements and best practices. Focusing on the discovery, development, use and management of extra-party intellectuals, schools are actively being offered high-quality, politically committed, operationally prominent and popularized talent。
(vi) services to society; social development; livelihood; social responsibility. The organization of various types of activities, such as lectures, training, scientific and technical advice, scientific and technological development and poverty alleviation, to promote the transformation of scientific and technological achievements, serve national and local economic and social development, benefit society and serve the people。
Article vii was regularly implemented by the secretariat。
Chapter iii
Article 8 of the convention shall be governed by a council. In accordance with the principles of the party management cadres, it is possible to become a member of the council on the recommendation of the party organization in which it operates, on the nomination of the ministry of military affairs, and on the adoption of the discussions at the meeting of the president. The members shall serve for one term of four years and, in principle, not more than three terms。
Article 9 membership in the council shall be subject to the following conditions:
(i) for the teaching staff of nanjing university, in compliance with the nanjing university code
(ii) to uphold the statutes of the organization
(iii) i have applied and is willing to fulfil the obligation of the member to participate in the activities of the conference
(iv) has the title of deputy and above and the equivalent of a technical post or a deputy in office, and achieves a higher profile, influence and representation in teaching, scientific research and management positions。
Article x. The procedure for membership is:
(i) the organization, department or other member, upon his or her own application or recommendation
(ii) complete the registration form for ex-party intellectual fellowship members of nanjing university and submit it to its secretariat
(iii) be considered for adoption at the meeting of the president
Article 11 members shall have the following rights:
(i) the right to vote, to be elected and to vote
(ii) participation in events organized by the organization
(iii) to obtain information from the committee
(iv) to make criticisms and recommendations and to monitor the work of the council
(v) prioritize access to services provided by the organization
(vi) voluntary membership and freedom of association。
Article 12 members shall fulfil the following obligations:
(i) love the homeland, embrace the leadership of the communist party of china and adhere to its basic path:
(ii) to respect the statute of the council and to preserve its reputation, unity and legitimate interests
(iii) implementing the resolutions of the conference, participating actively in its activities and completing its work
(iv) a commitment to their work and to working closely with intellectuals outside the school to understand and reflect their views in the service of school reform, development and stability。
Article 13 the board shall withdraw from the session, upon formal application in writing, notify the secretariat of the council, subject to the approval of the council, and shall be deemed to have withdrawn automatically if the board does not participate in the activities of the conference for one year without cause; and any member who resigns for service, is removed from the school or is a member of the communist party of china shall also be deemed to have resigned naturally。
Article 14. A member shall be removed after a vote of the council if he or she commits a serious breach of the statute of the council。
Chapter iv organizational structure
Article 15 would have established the council, the president, the secretariat and, as necessary, an internal body。
Article 16 the supreme authority of the council is the council, which, in principle, meets once a year and, in exceptional cases, may communicate the spirit and solicit comments in the form of correspondence and mail. Its mandate is to:
(i) development and revision of the statute
(ii) election and dismissal of the president and vice-president
(iii) consideration of the report on the work of the board and the report on the management and use of assets of the board
(iv) decide on the direction and mandate of its work
(v) consideration and decision on other important matters。
Article 17 the council shall be convened only in the presence of more than two thirds of its members and its resolutions shall enter into force when adopted by a majority of the members。
Article 18 the council shall have a four-year term. If exceptional circumstances require an early or extended change of office, the agreement of the headquarters of the school party is required. However, the extension may not exceed one year。
Article 19 the council consists of one president, several vice-presidents, one secretary-general and several under-secretary-generals。
The 20th meeting of the president, composed of the president, the vice-president and the secretary-general and the deputy secretary-general, is responsible for the implementation of the council's resolutions and the consideration of the major issues that would have been decided upon. The president's meeting is held at least twice a year。
The president and vice-president of article 21 shall serve for a term of four years and, in principle, for a term of no more than three consecutive terms. Any extension of a term of office due to exceptional circumstances shall be adopted by a vote of more than two thirds of the members of the council and shall be submitted to the school committee for approval。
The president of article 22 is the executive body of the council and leads the day-to-day work of the council between sessions。
The powers of the 23rd meeting are:
(i) the resolution of the executive council
(ii) to discuss the adoption or removal of members, the secretary-general and the deputy secretary-general
(iii) organizing the council
(iv) report on its work and financial situation to the council
(v) leading the work of the secretariat of the conference
(vi) development of an internal management system
(vii) hiring relevant leadership and experts to honorary positions or consultants
(viii) financing the activities of the conference
(ix) decide on other matters。
Article 24 the president, the vice-president and the secretary-general of the council shall, in addition to being eligible for membership under article 9 of the present statute, be eligible for election as follows:
(i) to adhere to the party's routing policy and to be of good intellectual and political quality
(ii) be highly influential in the field of specialization in which they are engaged
(iii) be committed to the work of the association, be democratic, be good at uniting comrades and have a strong organizational coordination capacity
(iv) physical health to ensure that normal work can be maintained。
Article 25 the president, the vice-president and the secretary-general shall serve for a term of four years, normally not exceeding two consecutive terms。
Article 26 the president exercises the following powers:
(i) convening and chairing meetings of the president and the council
(ii) inspection of the implementation of meetings of the president and decisions of the council
(iii) an honorary president and adviser on behalf of the association。
Article 27 the secretary-general of the council shall exercise the following powers:
(i) chairing the secretariat's day-to-day work and organizing the implementation of the annual work plan
(ii) organization of executive session of the president, governing council decisions, resolutions
(iii) organizing the coordination of work within the sorority
(iv) to nominate the under-secretary-general and the head of the internal bodies of the sorority for decision at the meeting of the president
(v) deals with other day-to-day matters。
