    Training programme in cultivation techniques

    I. Guidelines

Guided by the spirit of the 17th third plenary session and the 9th session of the 6th committee of the provincial council, with the objective of increasing food production, agricultural efficiency, farmers ' incomes and rural prosperity, with a focus on strengthening science and technology support and strengthening the agricultural skills workforce and the building of demonstration houses for science and technology, teaching new knowledge, technologies and results in agriculture, helping farmers to solve practical problems, comprehensively improving the technical skills of agricultural scientists, rural cadres and farmers across the region, and laying a solid foundation for addressing the challenges of the current financial crisis and preparing for rural work in 2012。

    Ii. Target audience

The main target is farmers engaged in food production, with a focus on disseminating knowledge to farmers who are willing to accept new technologies and results. Trained more than 35,000 farmers, 600 people in agricultural science and technology demonstration houses and farming fields, and 50 agricultural extension workers at district and village agricultural stations。

    Iii. Training context

Promotion of universal maize, rice, soybean seed and mechanical precision, semi-precision seeding techniques, soil fertilization techniques, bareeye bee-proofing techniques, integrated farming techniques, drought-saving techniques, corn-protected farming techniques, maize cultivation, no-cultivation techniques, high-oil soybeans integrated planting techniques, super-paddy farming techniques, integrated rice production technologies, rice conservation techniques, paddy-free seeding techniques, and integrated rice pest management techniques。

    Forms of training

Training activities in science and technology in winter and spring farming (hereinafter referred to as “winter and spring training”) are conducted mainly in the form of centralized lectures, television lectures and feature films。

    (i) centralized lectures. The technical cadres of agricultural stations at the district and village levels have been able to explain the practical techniques of the farming industry, with a focus on addressing the problems of production throughout the region. Specialists from our regional “winter and spring training” technology are invited to give lectures at the soil fertilizer terminal in the province。

(ii) television lectures. Special lectures were given on district television stations around spring festivals. Increased awareness-raising efforts to expand training coverage and achieve better results by organizing a large number of farmers to watch television lectures and raise television ratings. At the same time, the agro-technology promotion sector and regional television stations should strengthen their cooperation in producing a feature film on the practical technologies highlighted in 2012。

(iii) issuance of library materials. (c) distribution to farmers of 15,000 copies of the regional agricultural practicalities, 30,000 copies of the wallchart on soil-based fertilisation techniques and other technical materials produced by the regional agricultural science and technology extension stations。

(iv) organization of in-house guidance for scientific and technical staff. Promotion of the 2012 dominant varieties and thrust technologies to guide farmers in their productive operations。

    (v) participation in the copa activities. Actively participated in the organization of scientific events organized by the cst, icsu and the business sector。

    Timing

Winter spring training, which began in january 2012 and ended in april. Overall, the activities were carried out in three phases:

    (i) preparatory phase: completion of pre-training preparations, including training of trainers, by 15 january。

(ii) activity phase: from mid-january 2012 to early april 2012, a district-wide “winter spring training” campaign was planned to provide a comprehensive “winter spring training” surge. Details are provided in schedules i, ii and iii。

(iii) wrap-up phase: inspection acceptance and summary report completed in early april 2012。

    Vi. Organizational safeguards

    (i) strengthening leadership. “ winter spring training” is an important element of agricultural and rural work this winter and spring. The district is headed by the deputy director-general for agriculture, the deputy director-general for the district agriculture, and the chief (director-general) of the county (council) in charge of agriculture, who is a member of the steering group for scientific and technical training in the winter spring plantation. The leadership group consists of offices located in the district agriculture directorate, headed by the director of the district agriculture department and the deputy director of the district agriculture directorate. In order to make this work more effective, the townships (streets) will also have their own organizations, headed by the chief executive and headed by the chief executive, who will be the deputy chief, who will be responsible for agricultural work。

(ii) integration force. The winter and spring training activities are closely linked to the implementation of projects such as the sunshine project for rural labour transfer training, the new farmer's science and technology training project and the green certificate training project, as well as to the implementation and further development of major agricultural technology promotion and awareness-raising activities, as well as major projects for modern agricultural development and new rural construction. Active participation is required from leading agricultural industrial enterprises and economic organizations of rural cooperatives。

(iii) increased advocacy. The role of the media, such as regional television stations and the guanghua observatory, should be fully utilized, and awareness-raising efforts should be stepped up in order to create a climate conducive to the dissemination of science and technology training activities. Towns (streets) are expected to reach out to the village groups, organize timely training activities for the rural population and regularly watch television lectures to ensure that the desired results are received。
