On the fifth anniversary of the adoption of the national intellectual property strategy, the centre for the study of intellectual property development of the national intellectual property administration launched the national intellectual property development report 2012 (hereinafter referred to as the report) in kyoto today. The report provides comprehensive monitoring and analysis of the state of development of intellectual property rights in 2012 and trends in intellectual property rights in 2007-2012 at the national and provincial levels in four areas, including the creation, application, protection and environment of intellectual property rights. The report shows that the level of development of the country's intellectual property portfolio has risen year by year since 2007, particularly since the implementation of the national intellectual property strategy framework in 2008. In 2012, the top 10 countries in the idi were guangdong, shanghai, beijing, zhejiang, jiangsu, shandong, fujian, hubei, anhui and sichuan. In terms of the pace of development, the provinces and cities with the highest average annual growth rate in the country between 2007 and 2012 were jiangsu, hubei, anhui, shaanxi, liaoning, zhejiang, chongqing, shanghai, sichuan and henan. At the same time, the country's comprehensive intellectual property development index shows a downward trend in the east, central and western regions, with significant regional differences。
It is understood that the number of zl inventions per 10,000 population has increased from 0. 8 in late 2008 to 3. 2 in late 2012 since the publication of the national intellectual property strategy framework; zl pledge financing increased from $4. 99 billion in 2009 to $14. 1 billion in 2012; zl agents increased from 704 in 2008 to 1180 in 2012。
