With a view to furthering the practical activities of “i do business for the public”, deepening the reform of the “discharge clothes” in the construction sector and further upgrading the level of regulation and facilitation of government services, the ministry has decided to introduce a level-i electronic registration certificate for builders (hereinafter referred to as the e-certificate) throughout the country and to continue the registration process. The following information is provided:
I. Context of work
(i) implementation of electronic certificates。
1. Since 15 october 2021, the first level of electronic certificates for architects has been implemented throughout the country (see annex 1 for specific examples and notes). The electronic certificate model is being implemented in accordance with the standard of the electronic certificate certificate certificate for builders for the national integrated online political service platform (see annex 2). Since 1 january 2022, the first-class builder has used electronic certificates in a uniform manner and the paper registration certificate has been invalidated。
2. Since 15 october 2021, all over the country, the initial registration, additional registration, re-registration or renewal of the registration of a first-level builder is no longer issued with a paper registration certificate or false seal; the basic information of the employer is no longer subject to false seals; and the certificate of registration is no longer issued or replaced because of the loss of the paper registration certificate, damage to the personal information, etc。
The registration number of an electronic certificate shall be valid for the period during which it is used in parallel with a paper-based certificate of registration. As of 1 january 2022, the first-class builder should re-draw the practice seal and use the registration number on the electronic certificate。
4. The provincial (district, municipal) housing and urban-rural construction authorities, in conjunction with the relevant sectoral authorities, are to make full use of information technology to accelerate the application of e-certificates in tendering, licensing, project management and industry regulation。
(ii) continuing registration。
1. If the registration period for the first-degree builder has expired, an application for renewal of the registration period shall be submitted by 15 december 2021; if the registration period is still in effect, an application for renewal of the registration period shall be filed before 30 days after the expiry of the period; if the registration period has expired and no renewal of the registration period has been requested, the registration period shall expire as of 1 january 2022。
2. The first-level builder who applies for continued registration shall meet the requirements for continuing education and be committed to completing his continuing education。
3. A registered profession is granted a renewal of its registration, the duration of which is calculated from the date of its renewal. If the date of renewal is less than three years of age from 65 years of age, it shall be valid until the date of 65 years of age。
Use-related requirements for electronic certificates
(i) level 1 builders can access the national platform for government services, the ministry of housing and urban and rural construction's government service portal to view and download electronic certificates, which can be accessed through the manual for the registration and use of builders ' electronic certificates at the ministry of housing and urban and rural construction. When viewing and downloading an electronic certificate, you shall confirm the time limit for its use. The time limit for the use of an electronic certificate is 180 days, but the deadline for the use of an electronic certificate is set at the end of the registration period or the day the builder reaches the age of 65 years. An electronic certificate that exceeds the time limit is invalid and has to be downloaded and the time limit reconfirmed。
(ii) after the electronic certificate is printed by the first-degree builder, the personal signature shall be signed by hand and the electronic certificate shall be invalid if it is not signed by hand or is inconsistent with the handwriting of the signature。
(iii) the builder at level 1 shall keep his or her own account number for the national political service platform under safe custody, and shall bear all the consequences of the disclosure of account information as a result of poor personal custody。
(iv) the units and individuals concerned can access the two-dimensional code on the electronic scanning certificate for the chinese network of builders (msc) micro-mail public, and the registration information for the first-degree builder。
(v) if the electronic certificate is inconsistent with the information on the employer of the paper certificate, the basic personal information, the period of the registration professional, etc., the electronic certificate information shall prevail. Changes in e-certificate information require re-downloading on the state service platform or the government service portal of the ministry of housing and urban and rural development。
