At the meeting, comrade zhou had been congratulated by comrades on the election of the second council of the federation of schools and had delivered a speech on strengthening the unified front for higher education, bringing together intellectuals from outside the party. He pointed out that intellectuals from outside the party need to embrace “the greatness of the nation” in their new quest for modernization in china. They need to take on new roles in the direction of quasi-political orientation, firm ideals and good thematic education. They need to take advantage of “intelligence and talent” in order to promote the development of the capital. They need to be able to build a scientific base for decision-making in the party's government, a major force for innovative entrepreneurship and a shared community of society。
In his speech, comrade wang yu-jong gave high recognition to the work of the first council of the federation, expressed hope for the new council, focused on strengthening and improving the work of intellectuals outside the school party, insisting on political creation, highlighting ideas, and actively organizing educational activities that were well focused and varied in nature, and strongly guided the intellectuals outside the party to believe in their ideals and build consensus. The second is to strengthen the pool of intellectuals and support their role in building on the characteristics and needs of extra-party intellectuals, to bring together a wide range of talent according to the characteristics of extra-party intellectuals, and to open the channels of political participation and representation, to create conditions, broaden channels and build platforms for extra-party intellectuals to develop their talents. At its next session, the federation considered and adopted the report on the work of the first session of the council, the newly amended charter of the federation, and elected the permanent council and president, vice-president and secretary-general of the second council of the federation. A non-partisan member, a member of the national political consultative council, and a team of professors of the ring school were elected president of the second council。

Prior to the meeting, a field team was briefed on the conduct of our general operations, visiting the school history library, visiting the high-terrestrial simulation driving platform of the national experimental teaching centre for mechanical engineering, the university mechanical museum, and taking photographs with members of the second board of directors of the academy。
The work of extra-party intellectuals is fundamental and strategic on the united front. This meeting is the first time in the history of my school that i have convened a working meeting of extra-party intellectuals. It is a very important one for the unified front of schools. It is a profound implementation of the 20 spirit of the party, the spirit of the central unity conference and the regulations on the work of the general war. It will certainly play an important role in the development of the school cause in the face of the goals and tasks set by the twelfth session of the school congress。
The beijing transport university consortium was established in december 2016.
