At present, all specialized investigators are on board, and a comprehensive patent pre-trial service for this industry will be launched, providing a “fast track” for the application of patents by artificial intelligence enterprises in shanghai。
Patent pre-trial is one of the means of rapid patent review and is not charged to applicants. Upon approval by the shanghai enterprise, which is the subject of a pre-trial file, a request for pre-trial patent services may be submitted to the shanghai city intellectual property protection centre. Pre-qualified patent applications will enter the national intellectual property office's rapid patent review channel, significantly reducing the review cycle for patent applications. Some companies have reported that the company's patent for inventions enters the pre-trial process and is authorized for a period of up to one month, allowing the core technology to be protected by the law as quickly as possible。
At present, the shanghai city intellectual property protection centre has 709 innovation subjects in relevant areas of artificial intelligence. By the end of 2025, the centre had received a total of 3,221 applications for pre-trial patent applications, of which 1,255 had been authorized through rapid review。
This “fast lane” helps to nurture a pole business. In 2025, an artificial smart chip enterprise submitted 206 applications for pre-privileged patents, 199 of which entered the fast-track trials. The company's patented products have been registered as state-owned patent-intensive products, with sales exceeding hundreds of millions of yuan, as beneficiaries of intellectual property-enabled industrial development。
The shanghai patent pre-trial combines multiple subjects. By the end of 2025, the shanghai intellectual property protection centre had served a cumulative total of 4036 private enterprises and 355 foreign-owned enterprises (of which 20 were foreign-owned research and development centres), which strongly underpinned the development of innovation in various market entities。
Data are raw materials for artificial intelligence industries, and shanghai has taken the lead in conducting a substantive review of the “intellectual property attributes” of data products throughout the country. As at 20 march, 1563 applications for registration of intellectual property rights in data products had been processed and 1112 had been issued, involving 584 corporate organizations and 213 natural persons。
Of the data products for registration, 1,047 were applied by the municipality; 516 were applied by the other provinces and municipalities of the country, representing more than 33 per cent of the total number of applications, and services were introduced nationwide. Among the applications, there were 1,085 artificial intelligence data products, or 70 per cent of the applications, and 188 biomedical products, or 12 per cent of the applications。
By the end of february, a total of 837 data products (other than large data products such as poaching, shivering and finance) had achieved an economic value of over $19. 6 billion through external licensing, trading and the collection of service fees. A further 16 enterprises received loans for intellectual property pledge financing for data products totalling approximately $355 million。
The pilot also strengthened intellectual property protection for data products.
